Recommended Action

Approval by the Department Director to submit a grant application for Florida Department of Children and Families’ (DCF) Criminal Justice, Mental Health, and Substance Abuse (CJMHSA) Reinvestment grant program.

 

                     DCF’s CJMHSA Reinvestment Grant is provided to enhance or implement programs that promote public safety, avert future justice spending, and improve access to treatment services for justice-involved individuals.

                     Pinellas Public Safety Coordinating Council (PSCC) selected Pinellas County application from a total of 4 applications submitted, at the December 18, 2023, meeting.

                     Pinellas County is submitting an application in collaboration with Boley Centers, Personal Enrichment through Mental Health Services (PEMHS), and Pinellas County Sheriffs Office (PCSO)/Pinellas Safe Harbor. 

                     The PSCC’s recommendation will be presented to the Board of County Commissioners at their January 30, 2024 meeting.

                     The grant application submission is due to DCF by February 26, 2024.

                     This grant opportunity provides up to $400,000.00 per year over three years ($1,200,000.00 total).  A 100% in-kind match is required.Body

Summary:

Summary

The goal of the program is to ensure that individuals experiencing homelessness are on a path to secure housing, coordinated behavior health services and to improve their engagement and connection to wraparound services.  Pinellas County is seeking to increase capacity of services, including case management, recovery support services, evidence based mental health and substance use treatment services, and/or housing navigation to 200 homeless adults 18 or older who have a mental illness, substance use disorder, or co-occurring disorders and who are in, or at risk of entering, the criminal justice system.

Background Information:

The CJMHSA Reinvestment Grant Program was created by the 2007 Florida Legislature by s.394.656, F.S., and is housed within the Department of Children and Families. The purpose of the grant funding is for counties to plan, implement, or expand initiatives that increase public safety and avert increased spending on criminal and juvenile justice systems.

A competitive solicitation was held for community proposals.  Pinellas Public Safety Coordinating Council (PSCC) selected Pinellas County application from a total of 4 applications submitted, at the December 18, 2023 meeting.


The County was previously awarded CJMHSA Reinvestment Grant in 2019 and 2021, for the Public Defender’s Crossover Youth program and Complex Case Reintegration Program, respectively. 

 

Fiscal Impact:

If awarded, the CJMHSA Reinvestment grant will provide up to $400,000.00 per year for three years ($1,200,000.00 total).  An in-kind match equal to the award amount is required. 

 

Delegated Authority:

Authority for the Department Director to submit the grant application was delegated by the County Administrator per the memo dated March 28, 2016 titled “Delegation of Authority by the County Administrator and Improved Grant Procedures”.
