Approval of the funding agreement between Pinellas County and the Palm Harbor Special Fire Control & Rescue District toward construction of a new fire station.
• Provides reimbursement funding of up to $3,500,000.00 to construct a new fire station that will replace the existing facility at 3007 U.S. Alternate Highway 19 North, Palm Harbor, Florida 34683.
• Funding is approved within the current County Fiscal Year 2021-2026 Capital Improvement Plan.
• The District shall be responsible for all aspects of land acquisition, design, construction, operation and future maintenance of the Fire Station facility. The County is solely providing funding support for the project.
• The actual cost to the County shall not exceed the project cap of $3,500,000.00 without an amendment to this agreement subject to the approval of the Board of County Commissioners.
Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Background Information:
The District currently provides emergency medical services (“EMS”) under contract with the County for the District’s area of unincorporated Pinellas County.
The District has presented to the County a need for a new fire station to replace the existing Fire Station 68 which is past its serviceable and safe useful life. The County has reviewed the District’s request and confirms the need for a new fire station to serve the Palm Harbor area.
The District shall be responsible for all aspects of land acquisition, design, construction, operation and future maintenance of its fire station facility. The County is solely providing funding support on a reimbursement basis for the project. The new fire station will replace the existing facility at 3007 Alternate US 19 North, Palm Harbor, Florida 34683.
The actual cost to the County shall not exceed the Project cap of $3,500,000.00 without an amendment to this Agreement subject to the approval of the Board of County Commissioners.
Fiscal Impact:
The County will provide funding of up to $3,500,000.00 on a reimbursement basis.
The County has Local Option Infrastructure Sales Surtax funds (“Penny for Pinellas”), which are being made available to provide funding assistance for the construction of the new fire station.
Disbursement of funds are budgeted in project 004185A in the FY21-26 Adopted Capital Improvement Plan as follows:
FY19-20 $ 300,000.00 (to be carried forward to FY20-21)
FY20-21 $2,200,000.00 (plus $300,000 carry forward equals $2,500,000)
FY21-22 $1,000,000.00
FY22-23 Contingency (any remaining balance re-budgeted up to the Project cap).
Should the District fail to construct and operate the fire station facility by September 30, 2024, the District shall return the original funding amount to the County. Should the District cease continuous operation of the fire station or a successor facility before January 1, 2034, the District shall return the original funding amount to the County.
