Summary:
This Agreement is for the Division Z program effective retroactive to July 1, 2017 through June 30, 2018. The program is a state funded prison diversion drug court, which extends substance abuse treatment to a population of nonviolent felony offenders in Pinellas County (County) who might otherwise be sentenced to prison. Participants are selected by the Sixth Judicial Circuit, and must meet certain criteria, i.e., being amenable to treatment and having an underlying nonviolent offense. The County acts as the fiscal agent and procures treatment services through a public bid process. The County is reimbursed by the Office of the State Courts Administrator (OSCA), in accordance with an approved Treatment Services Budget. During the term of this Agreement, the program is projected to serve up to 120 people, which will include approximately 60 new participants.
Background Information:
The Division Z Program was established in 2010 as a pilot program with federal grant funding derived from the American Recovery and Reinvestment Act of 2009. The grant ended in 2012, and the Florida Legislature began appropriating funding for the continuation of the program.
Eligible offenders are offered a voluntary 18 to 24 month court-supervised comprehensive treatment program involving regular court appearances before a drug court judge. As of June, the program has received 41 new admissions for FY17 with a total of 103 new and continuing clients served. In FY16, 85 total clients were served including new admissions and continuing clients. From FY15 through June in FY17, 38 individuals graduated from the program with 42 individuals being discharged for non-compliance with the program or incurring a new offense.
Fiscal Impact:
The amount of the Agreement is $599,928.00, which includes a reimbursement of $29,928.00 to the County’s Justice Coordination budget for administrative costs. All expenses incurred under the Agreement are fully reimbursable by state funds. This is included in the FY18 Proposed Budget.
