Approval and execution by the County Administrator of Change Order No. 1 with Kamminga & Roodvoets, Inc. (K&R) for American Rescue Plan Act (ARPA) Stormwater Starkey Facility M10 Modification (003900A) (Rebid).
• This project retrofit and enhance the existing Starkey M10 Stormwater Management Facility by improving water quality treatment and maintaining the existing flooding level of service. A weir within the Starkey M10 Mitigation Facility and two upstream stormwater ponds west of Tall Pines Drive were constructed to provide water quality treatment and alleviate flooding within the Starkey Watershed.
• This agreement was approved by the Board of County Commissioners on July 30, 2024.
• Change Order No. 1 Final decrease in the amount of ($548,319.68) for a revised total not to exceed $6,179,340.32.
• The project was substantially complete on April 4, 2025 and obtained final completion on July 16, 2025. Liquidated damages do not apply, as the county received substantial and beneficial use on April 4, 2025.
• Final quantities have been tabulated, resulting in a net decrease of $548,319.68. This is the difference between estimated and final quantities and also the balance of unspecified work not used.
• Stormwater Starkey Facility M10 Modification, project 003900A, is budgeted in the FY25-FY30 Capital Improvement Plan, funded by the Local Infrastructure Sales Surtax (Penny for Pinellas) and American Rescue Plan Act (ARPA).
Contract 24-0692-ITB-C decrease in the amount of ($548,319.68) for a revised total not to exceed $6,179,340.32.
