Approval by the County Administrator of Amendment 1 (Amendment) to the Interlocal Agreement (Agreement) with the Pinellas County Sheriff’s Office (PCSO) adding five (5) additional deputies for enhanced law enforcement services at St. Pete-Clearwater International Airport (Airport).

This Amendment adds $69,284.12 to the current Agreement to pay for these additional deputies.

Summary:

The current Agreement provides seven (7) deputy sheriffs who are assigned on a full-time basis to the Airport, with said deputies scheduled so that at least one (1) deputy sheriff is on duty per shift covering the twenty-four hours per day, seven days a week of operation, providing a continuous Sheriff’s presence on Airport property.  The current Agreement provided for only one (1) deputy on duty at certain times.  With the increase in passengers and flights at the Airport, it has been determined that the presence of two (2) PCSO deputies at all times will be beneficial for our customers.

This Amendment, effective June 1, 2017, increases deputies scheduled so that at least two (2) deputies are on duty per shift covering the twenty-four hours per day, seven days a week of operation.  The increase of two (2) deputies per shift adds five (5) additional deputies dedicated to the Airport.  The security of our passengers is of utmost importance.  Therefore, the Agreement with the Sheriff adding these additional five (5) deputies is recommended at an additional cost of $69,284.12.

 

Background/Explanation:

In October 2005, the Board approved an Interlocal Agreement with the PCSO for law enforcement services for five (5) one-year terms. The first term commenced October 1, 2005 and remained in effect through September 30, 2006. It was renewed on an annual basis for the term of the Agreement and expired September 30, 2010. The Board has approved annual Interlocal Agreements for the period of October 1 through September 30 for each Fiscal Year (FY), from FY11 through FY17.  The Agreement for FY18 will include the additional deputies for a total of twelve (12) deputies.  This Agreement with PCSO has been very successful for the Airport and our customers.

 

Fiscal Impact:

The fiscal impact is a current year increase of $69,284.12.  The Airport will pay for two (2) of the five (5) additional deputies; while the Sheriff will pay for the remaining three (3) deputies for the remainder of this Agreement, expiring on September 30, 2017.  

The Airport is supportive of this additional cost in the FY operating budget through Airport Operational Budget, under account number 4001.421016.5340001.2027 (Contractual Services). 

 

Delegated Authority:

Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a)(1).
