Approval of Amendment No. 2 to the agreement with the Florida Department of Environmental Protection (FDEP) for the Pinellas County Shore Protection project at Pass-a-Grille.
• Amendment No. 2 replaces attachments 1A-5A in their entirety with revised Attachments 1A through 5A.
• Revised attachments address standard and special terms and conditions, the grant work plan, public record and audit requirements.
• Specifically, Attachment 3A grant work plan removes Task 1: United States Army Corps of Engineers Multiphase Project and replaces it with Task 1: Construction, for a County Led project.
• Increase of reimbursement amount from $940,500.00 to $2,599,535.50.
• County’s non-federal required match amount (50%) is increased from $940,500.00 to $2,599,535.50.
• No time extension as part of the Amendment.
• Funding is budgeted in the Capital Improvement Program, Physical Environment Function, Coastal Management Program project 002573A Long Key Pass-a-Grille Nourishment 2022, funded by the Tourist Development Tax and State grant with FDEP.

Amendment No. 2 to the Agreement replaces Attachments 1A through 5A in their entirety with revised Attachments 1A through 5A. The revised Attachments address standard and special terms and conditions, the grant work plan, public record and audit requirements. Attachment 3A grant work plan removes Task 1: USACE Multiphase Project and replaces it with Task 1: Construction, for a County Led project.
Additionally, grant funding is increased from $940,500.00 to $2,599,535.50 for the 2022 federal nourishment of Pass-a-Grille Beach. Thus, the County is receiving an additional $1,659,035.50 as part of Amendment No. 2. The total amount represents the State’s portion of the non-federal cost share with the County. The Grant award allows County to seek 50% reimbursement for Construction and Monitoring costs up to $2,599,535.50 from FDEP. The County’s non-federal required match amount (50%) is increased from $940,500.00 to $2,599,535.50. There is no term increase associated with the Amendment.

Background Information:
The Pass-a-Grille Beach nourishment is part of the Long Key segment of the Federal nourishment project set to expire in 2030. First nourished in 1985, there have been four (4) nourishments of Pass-a-Grille Beach. This nourishment is likely the last under the Authorization. Recently nourished in 2014, Tropical Storm Hermine, Hurricane Irma, and Tropical Storm Eta have contributed to significant erosion of the beach. The project added protection to vulnerable shorelines damaged during Hurricane Idalia. The 2022 federal project work ended approximately November 2024.
Amendment No. 1 to the Agreement provided for a time extension of thirty-six (36) months with a new expiration date will be December 31, 2026. The original Agreement was approved by the Board of County Commissioners on June 16, 2021.
Fiscal Impact:
Grant funding is increased from $940,500.00 to $2,599,535.50 for the 2022 federal nourishment of Pass-a-Grille Beach. Thus, the County is receiving an additional $1,659,035.50 as part of Amendment No. 2.
The Agreement now includes a cost share amount not-to-exceed $2,599,535.50 for the 2022 federal nourishment of Pass-a-Grille beach. That amount represents the State’s portion of the non-federal cost share with the County. While the County’s non-federal required match percentage remains at 50%, the additional grant funding changes the match amount from $940,500.00 to $2,599,535.50. This is not an increase in project cost as the additional $1,659,035.50 offsets Tourist Development Tax funding.
Funding for this project is budgeted in the Capital Improvement Program, Physical Environment Function, Coastal Management Program project 002573A Long Key Pass-a-Grille Nourishment 2022, funded by the Tourist Development Tax and State grant with FDEP.
