Summary:

This First Amendment increases the contract in the amount of $1,033,318.56 for a revised total not to exceed amount of $1,339,312.16 and extends the contract three years for a new end date of March 20, 2026.

Background/Explanation:

This contract was approved by the County Administrator February 15, 2022, in the amount of $305,993.60 for a twelve-month term. This contract piggybacks State of Florida Contract No. 43230000-NASPO-16-ACS.

Cybersecurity threats such as malware, ransomware, denial-of-service attacks, and data breaches- increase year over year; BTS has identified the need to establish a Security Operations Center (SOC) that operates 24 hours a day, 365 days a year. There are two critical drivers for this need. The first is recognizing the risk and limitations of the current BTS staffing model. The contracted service is scaled to accommodate the necessary attention the County requires to protect information
technology assets beyond the capabilities and capacity of BTS staff resources. The second is adapting timely to an ever changing and challenging cybersecurity landscape and threat response. Outsourcing this to a third-party will overcome these limitations.
BTS evaluated expanding internal staff to accomplish this recuring need; outsourcing to a third-party managed service provider is more economical and provides for greater service delivery.

Fiscal Impact:

Current not to exceed:                                                                $305,993.60

Increase per the First Amendment:                      $1,033,318.56

Revised not to exceed:                                                                $1,339,312.16

Initial funding was approved from an FY22 Operating Decision Package Request for ‘24x7 Security Operations Center (SOC) Service’ Year 1, recurring. Current funding is consistent with FY23 estimate and FY24 budget request via the BTS Cyber Security Operating budget 641112, Program 7021 Enterprise IT Services.

Delegated Authority:

Authority for the County Administrator to approve and execute this First Amendment is granted under Code Section 2-185.
