Approval of the agreement with Quantum Health, Inc for Employee Benefits Concierge and Health Navigation Services.
• The contract will provide Employee Benefits Concierge and Health Navigation Services that will enhance access to care, improve health literacy, and reduce barriers to optimal health outcomes. Quantum Health, Inc. will provide a 3:1 guaranteed Return On Investment (ROI). We have zero ROI with United Medical Resources (UMR) to date for these services.
• Six firms submitted proposals. Following written evaluations, Quantum Health, Inc. was ranked as the highest-ranked firm and is recommended for the award.
• The initial term of this agreement is sixty-months with a not-to-exceed amount of $4,893,048.00. There is also a provision for two twelve-month terms beyond the initial sixty-month term if agreed upon by the parties.
• This contract replaces employee advocacy services currently being provided by UMR at a cost of $538,000.00 per year, which will end on December 31, 2026.
• Funding for the Agreement is included in the Fiscal Year 2027 Adopted Budget for the Employee Health Benefits Fund. Funding for future years is dependent on approval in the annual County Operating Budget.

Background Information:
An RFP was issued on February 9, 2026, for Employee Benefits Concierge & Health Navigation Services. Six submittals were received, and Quantum Health Inc. was selected as the highest-ranked firm, with negotiations focused on the terms and conditions of the agreement and on reducing the County's medical expenses. Negotiations concluded on August 19, 2026. The firms, in order of ranking, are provided in the attached ranking spreadsheet.
Fiscal Impact:
Total estimated administrative fees not to exceed: $4,893,048.00
Funding for the Agreement is included in the FY27 Adopted Budget for the Employee Health Benefits Fund. Funding to continue service in future years depends upon annual budget appropriations by the Board of County Commissioners.
