Approval and execution by the County Administrator of the Interlocal Agreements with fifteen (15) local government agencies for cooperative procurements of Disaster Debris Collection and Removal Services and Disaster Debris Monitoring and Management Services.
• Interlocal Agreement for participation in the cooperative Disaster Debris Collection and Removal Services and Disaster Debris Monitoring and Management Services Contracts.
• Agreement identifies responsibility between the County and participating local municipalities as cooperators of the Disaster Debris Collection and Removal Services and Disaster Debris Monitoring and Management Services contracts.
• The 15 local governments are: City of Belleair Beach, City of Belleair Bluffs, Town of Belleair, City of Clearwater, City of Dunedin, City of Gulfport, City of Indian Rocks Beach, City of Largo, City of Madeira Beach, City of Oldsmar, Town of Redington Shores, City of Safety Harbor, City of Seminole, City of South Pasadena, and City of Treasure Island.
• Legistar items 22-1134A and 22-1772A are companion items for approval of the Interlocal Agreements. These Legistar items awarded contracts to vendors for cooperative Disaster Debris Collection and Removal Services and Disaster Debris Monitoring and Management Services.
• It is anticipated an additional eight local government agencies will enter this Interlocal Agreement. The City of Tarpon Springs has elected not to participate. Remaining Interlocal Agreements will be presented as a future delegated item.

Summary:
Interlocal Agreements with 15 local municipalities. The municipalities will participate in the cooperative Disaster Debris Collection and Removal Services and Disaster Debris Monitoring and Management Services contracts. This is to ensure compliance with the Federal Emergency Management Agency’s (FEMA) Public Assistance Program and Policy Guide.
Background/Explanation:
The Interlocal Agreement(s) identifies responsibility between the County and participating local municipalities as cooperators of the Disaster Debris Collection and Removal Services and Disaster Debris Monitoring and Management Services contracts. Each agency is individually responsible to seek their own FEMA reimbursements. Exhibits A.1 and A.2 are provided for use by municipalities to enter into a contract directly with the County’s contractor(s) as joint participants of the Disaster Debris contracts.
