• Amendment No. 3 revises the scope of work to include Construction, Engineering and Inspections, and Engineering Services during construction.
• Amendment No. 3 provides additional funding in the amount of $3,479,961.00 for a new total sub-award of $5,533,448.00.
• Amendment No. 3 also extends the Agreement term to October 31, 2026.
• The original award was approved in September 2021 in the amount of $2,053,487.00.
o Amendment No.1 in February 2022 was no-cost and updated contract language.
o Amendment No. 2 in February 2023 was for a no-cost extension of time for performance to December 31, 2024.
• This grant award will be receipted to Manufactured Home Communities Wastewater Collection System Improvements Project 005015A, included in the Capital Improvement Plan, funded by the American Rescue Plan Act Fund, the Resilient Florida Grant Program, the Restore Act federal grants, and future anticipated grants.

Summary
Amendment No. 3 provides for the County to procure engineering services during construction for engineering & Inspections (CEI) of up to fourteen (14) Manufactured Home Communities (MHC) in the unincorporated area of Pinellas County. Amendment No. 3 provides additional funding in the amount of $3,479,961.00 for a new total sub-award of $5,533,448.00. Amendment No. 3 also extends the Agreement term to October 31, 2026.

Background Information:
On September 27, 2021, the Parties executed a subrecipient agreement which provided for the sub-award of funds in the amount of $2,053,487 to the County, pursuant to Financial Assistance Award FAIN No. GNSSP21FL00223, funded by the Restore Act Spill Impact Component.
The purpose of the sub-award is for engineering and design services for the replacement of private sewer collection systems and sewer laterals connected to individual manufactured homes, clubhouses, and offices of up to fourteen (14) MHC in unincorporated Pinellas County. In February 2022, the Parties amended Section 11(c) of the agreement to change certain contract language (Amendment 1). In February 2023, the Parties amended the agreement again in the form of a no-cost extension, extending the period of performance to December 31, 2024 (Addendum 2).
The project will cost-effectively reduce inflow and infiltration (I&I) and sanitary sewer overflows (SSOs) and lessen flood impacts to communities and local waterbodies. There is currently a total of thirteen (13) MHC included in the project that have active signed agreements with the County to replace their outdated and problematic wastewater systems.
Fiscal Impact:
Amendment No. 3 provides additional funding in the amount of $3,479,961.00 for a new total sub-award of $5,533,448.00.
Three professional services agreements for CEI in a total amount of $1,764,420.00 and an agreement for services during construction in the amount of $343,000.00 will accompany this grant agreement. The remainder of the grant award will be available for professional services during construction of the remaining six communities’ once construction agreements for those communities are awarded.
The total project allocation for Manufactured Home Communities Wastewater Collection System Improvements in the FY25-30 Capital Improvement Plan is $88,630,000.00.
Three construction contracts to complete a total of seven communities were awarded on September 5, 2024, for a total amount of $14,954,840.88. Construction has begun on three communities.
The Resilient Florida Grant Program requires substantial completion of the seven communities prior to June 30, 2026. American Rescue Plan Act funds must be expended by December 31, 2026.
