Approval of Change Order No. 1 to the agreement with Applied Drilling Engineering, Inc. for the William E. Dunn Water Reclamation Facility (WRF) Exploratory Well Project 004365A.

 

                     The purpose of this agreement is to construct an injection well at the WRF that will provide disposal capacity for excess reclaimed water. The injection well provides the County with a disposal option for managing excess reclaimed water efficiently and effectively.

                     Change Order No. 1 increases the agreement by $325,772.25 and adds 90 days to the agreement term.

                     During the well construction at the William E. Dunn WRF site, two soil depressions opened around the drill rig, and the well construction was halted. Based on the unstable subsurface conditions it was determined that both the exploratory well (EW-1) and the monitor well (MW-1) location should be moved to new locations on the property.

                     The original contract was approved by the Board of County Commissioners on February 20, 2024, in the amount of $2,954,550.00, with all work to be completed within 365 days.

                     Funding is available under William E. Dunn WRF Exploratory Well Project 004365A, included in the Fiscal Year 2024-2029 Capital Improvement Plan, funded by the Sewer Renewal and Replacement Fund and Future Financing, in the amount of $8,350,000.00. Total available funding is the amount of the full project allocation as represented in the approved budget. Available funding in excess of the recommended not-to-exceed amount is available for other project costs. If future fiscal year funding is not available for this project, the County maintains the authority to terminate this agreement.

 

Contract No. 23-1141-ITB-C increase in the amount of $325,772.25 for a revised not to exceed amount of $3,280,322.25 for a duration of 435 consecutive calendar days; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

During the well construction at the Dunn WTP site, two soil depressions opened around the drill rig, and the well construction was halted. Based on the unstable subsurface conditions it was determined that both the exploratory well (EW-1) and the monitor well (MW-1) location should be moved to new locations on the property. The work that had been completed at Site No. 1 is being conducted again at Site No. 2, the new locations for both EW-1 and MW-1. In addition, it was determined that two smaller diameter exploratory borings drilled to a depth of 150 ft. BLS. The pit casings for both new wells were increased in diameter to accommodate an additional casing to protect against the possible loss of circulation in the same subsurface zones and avoid any new surface depressions. The second strings of casings were then driven by air hammer to also prevent ground settlement around these wells.

The purpose of this contract is to provide the services of drilling an exploratory well at the William E. Dunn Water Reclamation Facility, delineating the geologic formations in the subsurface, testing the hydrogeologic properties of the identified subsurface formations, and completing the 20-inch diameter injection well for future use as a recharge or effluent disposal well.

Based on FY 24 expenditures and obligations, available remaining funding is $6,409,730.60.
