Approval of the Funding Agreement with OHI West, Inc. d/b/a Orlando Health Bayfront Hospital (Bayfront) for hospital services for the Pinellas County Health Program (PCHP) and Health Care for the Homeless Program (HCH).

 

                     Funding provides partial reimbursement for ambulatory and inpatient hospital care services for authorized clients who are actively enrolled in the PCHP/HCH programs.

                     The total funding available across 3 hospital agreements is $3,000,000.00. Based upon reported service level data received, the Fiscal Year (FY) 2025 breakdown is as follows: Tarpon Springs Hospital Foundation, Inc. d/b/a Advent Health North Pinellas receiving 2.16%, BayCare Health System, Inc. receiving 69.83%, and Bayfront receiving 28.00% of the funding allocation.

                     Funding in an amount not to exceed $840,083.80 is allocated to Bayfront. The total hospital allocation of $3,000,000.00 has been included in the Human Services proposed General Fund appropriation for FY25. The agreement contains the ability to terminate should funding not be available. The remaining 2 hospital agreements will be submitted for approval separately.

Summary

Funding in the amount of $840,083.80 provides partial reimbursement to Bayfront for ambulatory and inpatient hospital care related services for authorized clients who are actively enrolled in the PCHP/HCH programs. Based upon recent utilization, the distribution across all partnering hospitals is as follows: $64,944.13 to Advent, $2,094,972.07 BayCare, and $840,083.80 to Bayfront. Bayfront served over 400 health program clients in ambulatory and inpatient settings in calendar year 2023.

Background Information:

The PCHP provides primary care, behavioral health, and specialty care services, including hospital procedures, for uninsured adults ages 18-64 who are in need of healthcare, but meet certain income level criteria and cannot afford care on their own. The goal of the PCHP program is to prevent, diagnose, and/or treat medical and behavioral health concerns before they become an urgent matter. Under this agreement, Advent, BayCare, and Bayfront, and will coordinate with the PCHP primary care provider to provide ambulatory surgical center outpatient procedures and services, inpatient procedures and services, and patient rehabilitative services.

The total funding available across hospital agreements is $3,000,000.00. Based on reported service level data received, the Fiscal Year (FY) 2022 breakdown is as follows: Advent receiving 2.16%, BayCare receiving 69.83%, and Bayfront receiving 28.00% of the funding allocation.

Human Services (HS) continues to partner with participating hospitals to implement effective policies and procedures for clients. Quarterly hospital coordination meetings are held to identify gaps and needs, and to explore opportunities for additional cost savings and care coordination. From these meetings, partners have worked to enhance eligibility screening processes with the hospitals, improve discharge planning coordination with the Florida Department of Health in Pinellas (DOH), and identify high use emergency room clients to look for trends and treatment needs. HS will continue to facilitate quarterly meetings with our partners in FY25 to further the progress on these efforts.

 

Fiscal Impact:

Funding in the amount not to exceed $840,083.80 is allocated to Bayfront under this agreement. A total of $3,000,000.00 to support all health program hospitals is consistent with the FY25 Proposed Budget.

 

This agreement has a fiscal non-funding clause, should this portion of the budget not be approved.
