Approval of the award of bid to Preferred Materials for Fiscal Year (FY) 2025 Pavement Preservation - Package 2.

 

                     The proposed FY25 Pavement Preservation Package 2 contract consists of milling and resurfacing, pavement marking, detector loops, and traffic control required to complete the following four projects:

o                     49th Street Resurfacing from Roosevelt Overpass to Bayside Bridge 005648A

o                     Local Group 113 Resurfacing 006215A (Clearwater)

o                     Local Group 56 Resurfacing 006210A (Seminole)

o                     Local Group 131 Resurfacing 005684A (Seminole)

                     Four bids were received with an award recommendation to the lowest responsive and responsible bidder Preferred Materials, in the amount of $4,130,555.68 who was 18.27% under the engineer’s estimate of $5,053,873.86.

                     The Small Business Enterprise commitment is 5% for this contract.

                     All work will be completed within 210 consecutive calendar days.

                     Funding for subprojects, 49th Street Resurfacing Roosevelt Overpass - Bayside Bridge 005648A, Local Group 113 Resurfacing 006215A, Local Group 56 Resurfacing 006210A, and Local Group 131 Resurfacing 005684A is budgeted under the Road Resurfacing and Rehabilitation PIV Project 004192A, funded by the Penny for Pinellas, and the Transportation Millage Capital Resurfacing Program Project 005700A, funded by the Transportation Millage.

 

Contract No. 24-0756-ITB-C, in the amount of $4,130,555.68, with all work to be completed within 210 consecutive calendar days; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Background Information:

On June 25, 2024, the Purchasing Division advertised an invitation to bid. Four (4) bids were received, with award recommendation to Preferred Materials in the amount of $4,130,555.68 as the lowest responsive and responsible bidder.

As part of the Annual Pavement Preservation Program, multi-year work order contracts have regularly been used to complete the large amount of milling and resurfacing projects required to ensure an acceptable level of service for the residents of Pinellas County. However, this contract is a design-bid-build contract for specific projects with a much shorter duration to help ensure the four included projects will be completed in a timely fashion as part of the FY25 paving program. These projects were identified primarily by their low Pavement Condition Index (PCI) numbers which is the most definitive metric used to determine the annual pavement preservation program.
