Approval of the award contract with Enterprise Leasing Company of Florida, LLC d/b/a Alamo Rent A Car, Enterprise Leasing Company of Florida, LLC d/b/a Enterprise Rent A Car and National Car Rental, and Avis Budget Car Rental, LLC d/b/a Avis and Budget for on-airport rental car concessions services at the St. Pete-Clearwater International Airport (PIE).
• This contract provides for the operation of on-site, non-exclusive, rental car concessions for five brands (Enterprise & National), (Avis & Budget), and (Alamo), under three contracts at the Airport.
• The award for this revenue-generating contract is made to the three highest responsive and responsible firms meeting the specifications of this bid.
• The terms of the agreement will be for a period of sixty-months commencing October 1, 2026.
• This contract replaces contract no. 21-0413-B which was approved by the Board of County Commissioners on March 29, 2022.
• This request is budgeted for in the Fiscal Year 2027 Budget of PIE in the Airport Revenue and Operating Fund. In the event that future fiscal year funding is not available for this agreement, the County maintains the authority to terminate this agreement.
Contract No.: 26-0447-ITB; for an estimated revenue amount of $28,210,137.70 through September 30, 2031; Authorize the Chairman to sign and Clerk of the Circuit Court to attest.

The Purchasing Department issued an Invitation to Bid on May 1, 2026, with five firms responding. Two firms provided statements of no bid, and three responsive bids were received, with Alamo, Enterprise & National, and Avis & Budget recommended for award as the highest responsive and responsible bidders.
Fiscal Impact:
Total estimated sixty (60) month revenue: $28,210,137.70
This request is budgeted for in the FY27 Budget of PIE in the Airport Revenue and Operating Fund. In the event that future fiscal year funding is not available for this agreement, the County maintains the authority to terminate this agreement.
