Approval of the Joint Project Agreement (JPA) with the City of Largo for the relocation and replacement of County potable water lines, fire hydrants, valves, fittings, and service connections in conflict with the City’s proposed roadway and drainage system improvements along Rosery Road, from Mandalay Drive Avenue to Eagle Lake Park.

 

                     An existing County watermain will be relocated or realigned to accommodate the proposed City project improvements. This County water distribution main is in the City of Largo’s right of way.

                     The City’s contractor will perform the County’s water system infrastructure relocations and replacements to achieve expedited repair, minimize maintenance of traffic, staging area and mobilization costs.

                     Total costs to the County under the JPA are not to exceed $3,300,000.00.

                     The city will invoice the County for reimbursement.

                     Construction is anticipated to commence in November 2023.

                     This agreement is included in the Proposed Budget Fiscal Year (FY) 2024-FY29 Capital Improvement Plan under Project 005223A Rosery Road Water Main Relocation (Phase 2) from Mandalay Drive to Eagle Lake Park, City of Largo, funded by the Water Renewal and Replacement Fund.

 

This is a reimbursement JPA from County to City not to exceed $3,300,000.00. If costs exceed agreement amount, amendment is required. Agreement term is until the work has been fully performed and approved. Authorize the Chairman to sign and the Clerk of the Circuit Court to attest. The fully executed Agreement must be recorded by the County.

Summary:

Summary

The City will be constructing roadway, sidewalk, and drainage system improvements along Rosery Road, from Mandalay Drive Avenue to Eagle Lake Park. The City will also improve portions of Betty Lane from Chesterfield Drive to Rosery Road. 

The County’s existing water distribution mains, varying in size from 2 - 12 inches, constructed of various pipe material types with an approximate total length of 6,350 linear feet, must be relocated and replaced to accommodate the City’s proposed road and drainage improvements. These County water distribution mains are in the City of Largo’s right of way jurisdiction.

Design is expected to be complete in by September 2023 with construction beginning in November 2023. Construction will include utility relocation and offsets of the County’s existing watermain, with service connections, fire hydrants, valves, and fittings found in conflict with the proposed roadway, sidewalk, and drainage system improvements within the City’s project area. Construction is anticipated to be completed in June 2025.

Background Information:

The County is required by law to relocate or replace all utilities in conflict with the City’s proposed project area.  Utilizing the City’s construction contractor is a cost-effective method to limit disruption to area residents resulting in project efficiencies for all stakeholders.

The preliminary JPA estimated project cost was $2,640,000.00 as of June 2022. The current JPA estimated project cost is $3,300,000.00
. This increase is based on recent Utility and Public Works received bids, current inflation, long wait time of materials procurement and higher construction costs.

 

Fiscal Impact:

The County agrees to pay a not to exceed amount of $3,300,000.00 to the City for construction services related to utility relocation, which includes $300,000.00 to cover mobilization, maintenance of traffic and miscellaneous administrative fees. This is a reimbursement agreement. City will invoice County for work completed.

 

This agreement is included in the Proposed Budget FY24-FY29 Capital Improvement Plan under Project 005223A Rosery Road Water Main Relocation (Phase 2) from Mandalay Drive to Eagle Lake Park, City of Largo, funded by the Water Renewal and Replacement Fund.

Approving the contract does not obligate the County to spend. That obligation occurs at the time of purchase order, which will be monitored and adhere to the approved budget at the time of obligation and not before.
