Approval of the Road Transfer Interlocal Agreement with the City of Safety Harbor (City) for the transfer and acceptance of specific roadway segments and easements.

 

                     Locations include Rigsby Lane, from Allen Avenue to State Road (SR) 580, and Fairview Street, from West End to Philippe Parkway (SR 590).

                     Agreement will transfer the operation and maintenance responsibilities of these road segments to the City equals 1.18 centerline miles.

                     Transfers include maintenance responsibilities for stormwater facilities.

 

Authorize the Chairman to sign and the Clerk of the Circuit Court to attest the Road Transfer Interlocal Agreement and Exhibit C; and record the Interlocal Agreement, Exhibit C, and the corresponding right-of-way maps (Mylars) in the official records of the County.

Summary:

Summary

This Road Transfer Interlocal Agreement serves to transfer jurisdictional responsibility for designated public road segments that are within, or partially within, the City municipal limits. The Road Transfer Interlocal Agreement provides for the transfer of jurisdiction and associated maintenance responsibilities, including stormwater facilities, for certain road segments in the City.

Segments include Rigsby Lane, from Allen Avenue to SR 580, and Fairview Street, from West end to Philippe Parkway (SR 590). Total length of the segments is 1.03 centerline miles of roadway and 1.71 centerline miles of unimproved ROW.  The City requires the county to resurface Rigsby Lane, from Allen Avenue to SR 580, and Fairview Street, from West end to Philippe Parkway (SR 590) as a condition of the transfer. These segments are included in the County Work Order resurfacing contract and will be completed within six (6) months of approval of the transfer.

Background Information:

The County partners with local municipalities to transfer ROWs and maintenance responsibility for roads and streets within, or partially within, municipal limits and to better define ROW maintenance responsibility in areas where jurisdictional boundaries are shared. The City and County agree that it is in the best interest of the parties that responsibilities associated with operation, maintenance, planning, design, and construction of the identified road segments, along with any future improvements thereto, be transferred to the City or County as detailed in Exhibit A.  The City or County accepts all legal rights of the roadway segments that are within, and appurtenant to, the ROW being transferred.
