Approval and execution by the County Administrator of the First Amendment to the Public Transportation Grant Agreement (PTGA) with the Florida Department of Transportation (FDOT) for the design and construction of passenger terminal improvements at the St. Pete-Clearwater International Airport (PIE).
• PIE was awarded a Strategic Investment Program that encompasses several years of funding.
• The first PTGA for this project was addressed in Granicus #22-0479A and was approved by the Board of County Commissioners in April 2022. The total awarded was $1,976,040.00. However, FDOT only funded $1,922,051.00 in Fiscal Year (FY) 2022.
• The amount of this amendment is $53,989.00 to fund the entire $1,976,040.00. This funding is coming from FDOT’s FY23 budget.
• This PTGA is being used to begin the design and environmental work necessary for the multi-phased passenger terminal improvements project.
• The expiration date of the two PTGAs is June 30, 2026.
• No local match is needed for this grant.

The Strategic Airport Investment Program grant was awarded to PIE to assist with design, environmental, and construction work as PIE expands its passenger terminal building. This grant is broken up into several phases: $1,976,040.00 is funded for FY23, and a total of $8M will be funded in FY25, FY26, and FY27.
Fiscal Impact:
Funding for this amendment is consistent with the FY23 Tentative Budget.
