Approval by the Public Works Director of the submission of a grant application for the Vulnerability Assessment Phase II Project to receive funding from the Florida Department of Environmental Protection Resilient Florida Grant Program.
• Funding is for continued work from the Vulnerability Assessment Phase I Project.
• This is a multi-year reimbursement grant project that will impact Fiscal Year (FY) 2023 - FY25 Annual Budget.
• Application approval is being completed retroactively. The grant application was previously submitted.
• Should grant funding be approved, no County match is required.

Summary:
As part of the Vulnerability Assessment Phase II Project, funding will be applied for the necessary steps to meet full requirements of state statute 380.093 F.S., including adding all critical assets and modeling intermediate-high sea level rise, rainfall-induced, and compound flooding scenarios. The Project will also expand the exposure analysis completed in Vulnerability Assessment Phase I to include more public and private assets, study impact to infrastructure, identify fiscal risks, and identify policy and regulatory actions to assist in updating the Comprehensive Plan. Application approval by the Public Works Director is being completed retroactively. The grant application was previously submitted.
Background/Explanation:
On July 1, 2021, FDEP launched the Resilient Florida Grant Program, making a non-reoccurring amount of $500,000,000.00 available for eligible applicants, including counties and municipalities, regional resilience entities (on behalf of a member), water management districts and flood control districts. The non-reoccurring funds will be dispersed across one (1) application cycle. The Program is designed to provide funding opportunities for local governments and state agencies to develop large-scale mitigation activities that allow Florida communities to better withstand future disasters.
Fiscal Impact:
This is a multi-year reimbursement grant project that will impact FY 2023 - FY 2025 Annual Budget. Requested funding is $700,000.00. No County match is required. The total project is estimated to cost $700,000.00.

Authority for the Public Works Director to approve this grant application is granted under Code Section 2-62(a)(3) and the Memorandum of Delegated Grant Authority dated March 28, 2016.
