Recommended Action

Approval and execution by the County Administrator for the Second Amendment to the subrecipient Agreement with Florida Commerce and the Community Development Block Grant Mitigation Program for the Flood Mitigation Action Plan.

                     The Second Amendment extends the agreement for one year to October 4, 2026.

                     The Second Amendment adjusts Attachment A, Project Description and Deliverables, providing better reimbursement terms to the County and adjusting deliverables to match the extended timeline.

                     The agreement was awarded by the Board of County Commissioners on October 5, 2021, for a total amount of $992,000.00.

                     There is no fiscal impact associated with this amendment. The FY26 Adopted Budget has $121,950.00 appropriated for the remaining work associated with the FMAP.

Summary:

The Flood Mitigation Action Plan (FMAP) updates County flood data and provides a roadmap for mitigation projects based on ROI. FMAP is funded by a CDBG-MIT grant through Florida Commerce. The project was paused during an evolving Florida Commerce review. Now that the review is complete, this Amendment provides an extension to the original agreement which ended on 10/4/2025.

The remainder of the project is funded through CDBG-MIT funds, only; which have already been budgeted. There is no fiscal impact associated with this Amendment.

 

Background/Explanation:

This Amendment satisfies the administrative requirements for FMAP to be completed. The project was paused during an administrative Florida Commerce review. The review pause began in September 2023 and ended in July 2025.  There are no fiscal impacts associated with this Amendment. Now that the review is complete, this Amendment provides an extension to the original agreement which ended on 10/4/2025.

Please note the signature line will be changed to Barry Burton and replaced prior to final approval and execution. The signature line on the Amendment is being corrected by Florida Commerce. Staff will pause the approvals, as needed, to ensure corrected signature line.

There are no fiscal impacts associated with this Amendment. The original agreement was signed in Oct 2021. Due to the County’s structure at the time, this grant is budgeted through Public Works.

There is no fiscal impact associated with this amendment. The FY26 Adopted Budget has $121,950.00 appropriated for the remaining work associated with the FMAP.
