Summary:

This interlocal agreement with the City of St. Petersburg along with the City of Tampa and Hillsborough County will establish a funding partnership among the four partners in support of the Cross Bay Ferry. This ferry is a seasonal ferry transit operation that will provide direct service from downtown St. Petersburg to downtown Tampa from November 1 through April 30 for up to three seasons. HMS will manage and operate the Ferry Service pursuant to and in accordance with the license and operating agreement between the City of St. Petersburg and HMS. The ferry is intended to diversify regional transportation options for both visitors and residents, including commuters.

 

Background Information:

Based on the pilot ferry service funded by these partners in 2016-17, the City of St. Petersburg seeks funding support from these partners to establish the ferry service from November 1, 2018 to April 30, 2019. The ferry service will be operated by HMS pursuant to a competitively bid license and operating agreement between the City of St. Petersburg and HMS for a period of up to three seasons. The second and third seasons will be considered and funding may be solicited based on results of the upcoming season to which this interlocal agreement is applicable.

Fiscal Impact:

Funding of $150,000.00 will be included in the Fiscal Year 2019 Tentative Budget and will be derived from Transportation Trust Fund revenue. Pursuant to this agreement and the license and operating agreement between the City of St. Petersburg and HMS (ferry operator), the City of St. Petersburg will distribute equal, 25% shares of any revenue exceeding $400,000.00 to each of the four parties to this agreement.
