Approval of the award of bid to Cacique Utilities LLC for the replacement of the existing 24” force main along 54th Avenue North, from PS 126 to the South Cross Bayou Reclamation Facility.
• This project will replace an existing prestressed concrete cylinder pipe that has exceeded its useful life.
• The proposed replacement force main consists of approximately 1,218 linear feet of 24-inch PVC pipe, utilizing a combination of standard PVC pipe, fusible PVC pipe, and restrained-joint pipe.
• The new PVC force main will have a useful life of between 50-100 years.
• Seven bids were received, with award recommendation to Cacique Utilities LLC as the lowest responsive responsible bidder in the amount of $1,797,492.81.
• All work is expected to be completed within 365 consecutive calendar days.
• The Small Business Enterprise commitment for this project is 10%.
• Funding for this contract is available under 54th Avenue North 24” force main replacement from PS 126 to South Cross Bayou project 005584B, included in the Fiscal Year (FY) 2026-FY31 Capital Improvement Plan, funded by the Sewer Renewal and Replacement Fund.
Contract No. 26-0359-ITB-C in the total not to exceed amount of $1,797,492.81, for a duration of 365 consecutive calendar days; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary:Summary
The proposed replacement force main consists of approximately 1,218 linear feet (LF) of 24-inch PVC (C-900) pipe, utilizing a combination of standard PVC pipe, fusible PVC pipe, and restrained-joint pipe. The new force main will connect to the existing 24-inch PVC force main located on 54th Avenue North, approximately 175 feet west of Joe's Creek. From this connection point, the force main will extend west along 54th Avenue North and then north along 74th Street North, where it will connect to an existing 36-inch PVC force main approximately 720 feet north of 54th Avenue North.
Installation of the proposed force main will be completed using a combination of open-cut trenching and horizontal directional drilling (HDD) methods. In addition, a series of air-release valves will be installed along the alignment to support the efficient operation and maintenance of the force main system.

Background Information:
On June 3, 2026, the Purchasing Division released an Invitation to Bid (ITB) for the 54th Avenue North Force Main Replacement Project, extending from PS 126 to the South Cross Bayou Reclamation Facility. A total of seven (7) bids were received for the 54th Ave. North Force Main Replacement (PID 005584B) Project (Bid No. 26-0359-ITB-C). Bid opening occurred June 25, 2026 with the department recommendation for award received on July 9, 2026.
The bids were provided to Halff, the Engineer of Record (EOR), for evaluation and recommendation. The EOR has confirmed that the apparent low bidder, Cacique Utilities LLC, is a qualified and acceptable contractor for this project.
Cacique Utilities LLC submitted the lowest responsive bid in the amount of $1,797,492.81, which is approximately 10.0% lower than the EOR’s Opinion of Probable Construction Cost of $1,995,388.83.
Based on the EOR’s recommendation and bid evaluation, Utilities Engineering recommends awarding the contract to Cacique Utilities LLC in the amount of $1,797,492.81 for County Project PID 005584B.
