Approval of the ranking of firms and agreement with HDR Engineering, Inc. (HDR) for the East Lake Road from Curlew Road to North Trinity Boulevard Project Development and Environment (PD&E) study.

 

                     This contract is for professional engineering services for the East Lake Road from Curlew Road to North Trinity Boulevard PD&E study.

                     Three firms submitted proposals and were evaluated with recommendation to award to the top ranked firm, HDR, in the amount of $3,902,340.93 in accordance with the Consultants Competitive Negotiations Act (CCNA), per Florida Statute 287.055.

                     Three certified Small Business Enterprise (SBE) subconsultants are included in the award to HDR: AREHNA Engineering, Inc., Harbor Coordination Solutions, Inc., and The Valerin Group, Inc. for total SBE commitment in the amount of $324,567.49, or approximately 8% of the total award amount.

                     This agreement will be effective for thirty-six-months from issuance of notice to proceed from the County.

                     Funding is reflected in the Amended Fiscal Year 2025 Capital Budget, budgeted under the East Lake Rd (CR 611) from south of Curlew Road to north of Trinity Boulevard (CR 966) Project 003879A, funded by the Local Infrastructure Sales Surtax (Penny for Pinellas).

 

Contract No. 24-0175-RFP-CCNA in the amount of $3,902,340.93; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

The proposed PD&E study will evaluate alternatives for capacity and safety improvements along East Lake Road (CR 611) from south of Curlew Road to north of Trinity Boulevard, approximately 9.3 miles.

Background Information:

A Request for Qualifications (RFQ) to comply with the Consultants Competitive Negotiation Act (CCNA), per Florida Statute 287.055, was released December 6, 2023, with submittals due January 25, 2024, and evaluations were held on February 13, 2024. Final negotiation process concluded June 2025.

The contract includes fully burdened hourly rates that include all labor, direct/indirect overhead margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA). Travel outside of the TBMCSA will be reimbursed in accordance with Florida Statutes.

The overall objective of this study is to accommodate future roadway capacity, improve traffic operations and improve safety conditions on East Lake Road within the project corridor.   Alternatives evaluated will include widening the existing roadway to six lanes combined with innovative intersection improvements.   Results of a previous study conducted by the County indicate that widening alone will not sufficiently address future capacity needs along the corridor.

 

Fiscal Impact:

Funding is reflected in the Amended FY25 Capital Budget, budgeted under the East Lake Rd (CR 611) from S of Curlew Road to N of Trinity Blvd. (CR 966) Project 003879A, funded by the Local Infrastructure Sales Surtax (Penny for Pinellas). Total available funding is the amount of the project allocation as represented in the FY25-FY30 Capital Improvements Program. Available funding in excess of the recommended not-to-exceed amount is available for other project costs. In the event that future fiscal year funding is not available for this project, the County maintains the authority to terminate this agreement.
