Summary:
The Amendment submitted by AHCA deletes Attachment A, Scope of Services, Exhibit 1, Budget and replaces it with Attachment A, Scope of Services, Exhibit 1-A, Revised Budget. The Revised Budget reflect no changes to the total amount of the Grant Agreement, rather a change in the budget categories.
Background/Explanation:
The County Administrator approved through delegated authority the department’s grant application to AHCA for the community and primary care services grant on September 30, 2015. The agency awarded the County the grant on October 23, 2015 and the grant agreement was approved by the Board on March 29, 2016 and fully executed by AHCA on April 13, 2016. Amendment 1 to the Grant Agreement was approved by the Assistant County Administrator, according to approved grant authority procedures, on June 21, 2016 and subsequently by AHCA on June 23, 2016.
The County, through this community & primary care services grant will increase access to behavioral health services and prevent unnecessary emergency room visits and inpatient hospitalizations. The AHCA grant will provide funding for on-site behavioral health services that are fully integrated with the primary care services offered by the Health Care for the Homeless (HCH) program. Funding is available to serve approximately fifty (50), uninsured, low-income, homeless clients per month.
The County has partnered with the Florida Department of Health in Pinellas County, BayCare Behavioral Health and Directions for Living to provide services. BayCare is providing staff on-site at the Bayside Health Clinic and co-located with the Mobile Medical Unit in community locations. Directions is providing additional therapists to serve longer-term needs; and the Florida Department of Health is providing an additional nurse for clinical care coverage in the evening and on weekends at Safe Harbor. Through December 31, 2016, BayCare has served 400 unique clients and Directions for Living has served 225 unique clients needing behavioral health stabilization services.
Fiscal Impact:
There are no changes to the overall budget or contracted amounts. The revised budget moves budget line items from one Category in which charges were originally designated to the Contractual Category as required by the Agency for Health Care Administration.
Delegated Authority:
Authority for the County Administrator to approve and execute this Amendment to the Grant Agreement is granted under Code Section 2-62 (a)(1).
