Approval of the grant agreement with the United States Department of Transportation Federal Highway Administration (USDOT) for the Safe Streets and Roads for All grant for the Pinellas Advanced Technology for Traveler Information project.
• Grant award is for $4,800,000.00 and a required County match of $1,200,000.00.
• Grant funding will be used to address transportation safety needs through implementation of advanced technology and preferred roadway treatments.
• USDOT notified County that application was selected for an award on November 12, 2024, with a reduced scope.
• Funding for this authorization is included in the Fiscal Year 2026 budget for Public Works within the Transportation Trust Fund. Funding for future years is dependent on approval in the annual County Operating Budget.
Total cost of the project is $6,000,000.00; Grant award is $4,800,000.00; County Match is $1,200,000.00; Agreement Term expires December 31, 2030; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Total cost of the project is $6,000,000.00. Grant award is $4,800,000.00 with a county match of $1,200,000.00. Grant funding aligns with FHWA’s Zero Deaths is our goal, and the Safe System approach is how we get there approach to addressing the greatest transportation safety needs through implementation of advanced technology and preferred roadway treatments.
Proposed PATTI engineering solutions include supplemental planning activities related to updating the current Action Plan, before and after evaluation, signal timing optimization using AI timing plan optimization software, AI-based Vehicle, Pedestrian and Bicycle Detection, Transit Signal Priority (TSP), Emergency Vehicle Preemption (EVP), Traffic and Safety-Responsive Signal Operation, Blank-out Sign Activation, Adaptive Streetlight Brightness, Connected Vehicle to Everything (C-V2X) Messages and Alerts, Internet of Things (IoT) Data Exchange, Safety and Traffic Insights. The County has worked with its partners to develop a strong core framework of institutional coordination, standardized operational procedures, and technology integration.

Background Information:
The SS4A program directs USDOT to award grants to eligible entities to improve roadway safety by significantly reducing or eliminating roadway fatalities and serious injuries through safety action plan development and refinement and implementation focused on all users. These include pedestrians, bicyclists, public transportation, motorists, personal conveyance and micromobility users, and commercial vehicle operators.
The Board of County Commissioners (Board) approved the Grant Application for funding PATTI on July 30, 2024. The Grant Application was for funding a planning and demonstration project. The Original request was for $10,000,000.00 with a $2,500,000.00 County match. The project scope has since been reduced.
