Approval and execution by the County Administrator of an Agency Agreement, Land Use Restriction Agreement (LURA), and Subordination Agreements with Cypress Grove Apartments, LLC for an affordable housing new construction project known as Cypress Grove Apartments.
• The new construction project will include 84 multi-family rental housing units. All 84 units will be restricted as follows: Four (4) units for 50.0% Area Median Income (AMI) or below, (41) units for 60.0% AMI or below, and (39) units for 80.0% AMI or below.
• The project was approved by the Board of County Commissioners (Board) on August 13, 2024 (Granicus Item # 24-1240A), for up to $5,040,000.00 of Federal HOME grant ($3.3M) and Penny IV ($1.74M) funding for the construction of the affordable housing project.
• The LURA associated with the project will restrict (84) units for a 30-year affordability period.
• The total development cost is estimated to be $31,785,259.00. Other sources of funding include Tax Credit Equity ($21,673,713.00), Pinellas County Housing Authority ($2,250,000.00), City of Largo HOME ($1,250,000.00), and Owner Equity ($1,571,546.00).
• The project is located at 555 16th Avenue SE, Largo, Florida.
• Authority for the County Administrator to sign the Agency Agreement, LURA, and Subordination Agreements are granted by Board action on August 13, 2024, agenda item #24-1240A.
• Including this item, the total amount of Penny IV affordable housing funds committed is $91,150,287.57 out of the $94,090,153.07 currently estimated in all ten years of Penny IV. The HOME grant funding is budgeted in the current-year budget of Housing and Community Development in the Community Development Grant Fund.

Summary:
Approval and execution of the Agency Agreement, LURA, and Subordination Agreements with Cypress Grove Apartments, LLC will provide funding for Cypress Grove Apartments, a new construction project consisting of 84-units of affordable housing located at 555 16th Avenue SE, Largo, Florida. The units will be restricted for households as follows: Four (4) units for 50.0% Area Median Income (AMI) or below, (41) units for 60.0% AMI or below, and (39) units for 80.0% AMI or below.
Background/Explanation:
On August 13, 2024, in Granicus Item #24-1240A, the Board approved funding for the Cypress Grove Apartments new construction project. The County will use Federal HOME grant funds ($3.3M) and Penny IV Program funds ($1.74M) to provide $5,040,000.00 in support for construction cost reimbursement. The LURA associated with this project will impose a 30-year affordability period for (84) assisted units.
Fiscal Impact:
The total projected funding amount is not to exceed $5,040,000.00.
Including this item, the total amount of Penny IV affordable housing funds committed is $91,150,287.57 out of the $94,090,153.07 currently estimated in all ten years of Penny IV.
Funding for this project is included in the Fiscal Year 2026 - 2031 (FY26-FY31) Capital Improvement Plan (CIP) under the Penny IV Affordable Housing Program (project 004150A). This project is funded by Local Infrastructure Sales Surtax (Penny for Pinellas), as part of the 8.3% countywide investment for Economic Development and Housing, half of which, or 4.15%, is set aside for housing specifically.
The Penny IV Affordable Housing Program (project 004150A) has an FY26 Amended Budget of $31,378,000.00. The HOME grant funding is budgeted in the current-year budget of Housing and Community Development in the Community Development Grant Fund. There is sufficient funding to approve this recommendation. Attached to the Granicus item is a tracking document that shows the FY27-FY32 Estimated CIP, as well as all expenditure activity, both historical and planned.
