Approval and execution by Human Services’ Department Director of eight (8) Edward Byrne Memorial Justice Assistance Grant Countywide (JAG-C) Applications and approval and execution by County Administrator of a “51% Letter” to the Florida Department of Law Enforcement (FDLE).

Summary:

FDLE requires the County to prepare and submit an application for each JAG-C project.  At their August 2, 2016, meeting the Substance Abuse Advisory Board (SAAB) made the following JAG-C award recommendations:

1.
                     Alpha House - Child Abuse Prevention                                                                                     $15,620
Houses, educates and counsels homeless teens and women on the cycle of abuse, effects of trauma, parenting skills, and provides educational support to decrease and prevent child abuse.

2.
                     Family Resources - Community Placement Intake Services                     $40,620
Screens and refers youth for services when youth are brought to the Pinellas County Juvenile Assessment Center (PJAC) for status offense (truancy, runaway, etc.), or are in need of shelter.

3.
                     MORE Health Inc. - Firearm Safety                                                                                                          $33,480
Provides firearm safety lessons to Pinellas County elementary and middle school students and partners with the Pinellas County School District and law enforcement agencies to engage students and the community in importance of gun safety.

4.
                     PACE Center for Girls - Spirited Girls                                                                                     $10,000
Assists students in developing life skills to gain self-confidence, adopt healthy nutrition and activity habits, become resourceful and self-sufficient, and position themselves to have a successful life.

5.
                     Sheriff’s Office - Sexual Predator and Offender Tracking Unit                      $100,620
The unit within the Pinellas County Sheriff’s Office is proactive in gathering intelligence about the movements of Sexual Predators, Offenders and Career Offenders and their compliance with the provisions of probation or supervised release.

6.
                     Suncoast Center, Inc. - Forensic Focused Outreach                                           $40,000
Assists clients in achieving self-sufficiency and re-integration into the community, after release from jail or prison, by managing clients’ mental health and/or substance abuse issues and to prevent recidivism

7.
                     Westcare Gulfcoast-Florida, Inc. - Mustard Seed Inn                                           $20,000
Funds a Recovery Support Specialist/Case Manager position that will employ evidence-based case management strategies to assist homeless adults in recovery from a substance use or co-occurring disorder(s) to remain crime-and drug-free while growing essential skills to increase self-sufficiency.

8.
                     Justice Coordination - JAG Planning Grant                                                                                      $28,926
Provides administrative support for the County’s JAG-C projects and coordinates the SAAB meetings. Administrative support includes performance reporting, financial reporting, JAG-C application process, and assuring all projects are in compliance with County, FDLE, and federal regulations.

JAG-C recommendations are scheduled to go before the Board on September 14, 2016, for final approval (Item 16-1303A).  Due to FDLE time constraints, JAG-C applications are being processed.  A condition of receiving JAG-C funds is consent from 51% of the County’s municipalities, including unincorporated areas, of JAG-C project recommendations.  Authority has been delegated to the County Administrator to execute the “51% Letter” approving JAG-C projects on behalf of the County’s unincorporated areas.

 

Background/Explanation:

JAG-C is a Bureau of Justice Assistance pass-through grant administered by the Florida Department of Law Enforcement (FDLE). The County has received JAG-C funds since 1989. FDLE has set aside $289,266 in JAG-C funds for all units of government in the County to be expended between October 1, 2016 and September 30, 2017. 

Pursuant to Florida Administrative Code 11-D, the SAAB makes JAG-C project funding recommendations which are approved by the Board.  Once individual JAG-C project applications are submitted, FDLE will approve and allocate individual awards to each project.

 

Fiscal Impact:

Total JAG-C Award is $ 289,266, comprised of eight (8) individual reimbursement grant awards. Seven (7) projects will be administered by Justice Coordination ($188,646) and one (1) project will be administered by the Pinellas County Sheriff’s Office ($100,620).

 

Delegated Authority:

Authority for the Human Services Department Director to sign JAG-C grant applications is granted by a Memo from the Office of the County Administrator dated March 28, 2016, allowing for Department Directors to sign grant applications not exceeding $500,000 in funding.

 

Authority for the County Administrator to sign the “51% letter” is granted under Code Section 2-62(1).

 

The Board Chair also delegated authority to the County Administrator and Human Services Department Director for specific JAG-C matters.
