Ratification of County Administrator approval of the Fiscal Year (FY) 2026 Pre-Disaster Mitigation Congressionally Directed Spending Program grant funding application with Department of Homeland Security through Federal Emergency Management Agency for Lealman Gymnasium Hardening.
• Grant funding pre-award and request is $2,606,000.00.
• Funding will support the Lealman Community Hurricane Shelter Hardening 2026 Project Estimated Total $5,394,041.70.
• A proposed cost share match of $2,788,041.70 is required.
• Application deadline for submission was July 16, 2026. The County Administrator approved the application submission with understanding item would be ratified by the Board at a later date or same date.
• Board action will ratify approval of this item.
• Funding for this project is not included in the FY27 Budget Request.
• If approved, a budget amendment will likely be requested to recognize and appropriate the funds into the appropriate County fund.

Through this action, the Board is authorizing ratification of the County Administrator’s approval and submission of the FY26 PDM-CDS Program grant funding application with DHS. The County Administrator approval was necessary due to the short submittal deadline on July 16, 2026.

Background Information:
The PDM-CDS pre-award allocates $2,606.000.00 from a Congressional appropriation approved in 2025 to Pinellas County for funding the Lealman Gymnasium Hardening Project. Award will provide funding to harden the building to specifications needed to be a designated hurricane shelter.
Fiscal Impact:
A PDM-CDS Grant awards up to $2,606,000.00 with a County required match of $2,788,041.70 based upon the remaining 2026 total project cost. If approved by DHS, grant funds up to $2,606,000.00 to Pinellas County for a Lealman Gymnasium Hardening Project.
Grant award and cost match are not included in the FY27 budget request and a budget amendment will likely be proposed if funding is awarded.
