Recommended Action

Approval and execution by the County Administrator of Change Order No. 1 (final) with Gannett Fleming Project Development Corporation (Gannett) for the ATMS - South Belcher Road from Park Boulevard to Druid Road.

 

                     The purpose of this project was to install conduit, fiber optic cable, dynamic message signs, and closed-circuit television cameras on South Belcher Road, as part of the County’s ATMS network.

                     Change Order No. 1 (final) decreases the contract by ($14,890.97), due to the difference between estimated and final quantities required to construct the project.

                     Agreement term is extended by three hundred forty-four (344) consecutive calendar days as part of this change order due to delays in private utility relocations, utility conflicts and plan revisions as requested by the County.

                     Award of bid to Gannett was approved by the Board of County Commissioners (Board) on September 14, 2017.

 

Contract No. 167-0346-CP(PLU); PID No. 001030A; decreases the contract amount by ($14,890.97) for a revised total amount of $2,576,985.38; agreement term increases by 344 consecutive calendar days.

Summary:

Change Order No. 1 (final) decreases the Board approved expenditure by ($14,890.97) and accepts the contract as complete.  The project was substantially complete on November 22, 2019 and obtained final completion on November 22, 2019.  Liquidated damages do not apply due to the delays in private utility relocations, unknown and unidentified utility conflicts, and approved additional days due to plan revisions requested by the County.  Final inspections of the project for all work performed under the contract were conducted by representatives of the Public Works Construction Management Division. 

 

Background/Explanation:

This project was part of an overall implementation of the Countywide ATMS/ITS (Intelligent Transportation System) effort that was adopted and funded by the Board utilizing the Ninth Cent Local Option Gas Tax in 2006.  As part of the overall plan, this segment was being constructed on the priority list of projects developed by the Board and the Metropolitan Planning Organization.

Award of bid to Gannett was approved by the Board of County Commissioners (Board) on September 14, 2017, in the amount of $2,591,876.35.
