Approval of the award of bid to Ajax Paving Industries of Florida, LLC for the St. Pete-Clearwater International Airport (Airport) Runway 18-36 Rehabilitation project.
• This project consists of design and construction of Airport Runway 18-36 and Runway 4 extension.
• Two bids were received with award recommendation to the lowest, responsive responsible bidder, Ajax Paving Industries of Florida, LLC, (Ajax) in the amount of $22,565,120.10.
• All work is expected to be completed within 448 consecutive calendar days.
• Ajax will subcontract over $1,000,000.00 to Small Business Enterprise qualified firms.
Bid No. 189-0334-CP (LN); PID No. 000035A in the amount of $22,565,120.10 on the basis of being the lowest responsive, responsible bid received meeting specifications. Authorize the Chairman to sign and the Clerk of the Court to attest.

Summary:
This project consists of the construction of the Airport Runway 18-36 and Runway 4 extension. This project includes asphalt pavement milling; pavement reconstruction; grading and drainage; subbase and base installation; pavement marking; airfield electrical; and procurement and installation of runway/taxiway closure devices. As part of this project, the secondary runway, Runway 4-22, will be extended by 100 feet to accommodate air carrier traffic while Runway 18-36 is being rehabilitated. Work is expected to be completed within 448 consecutive calendar days.
Background Information:
The Airports primary runway, Runway 18-36, is in need of rehabilitation due to pavement distresses; such as, longitudinal cracking, raveling, and weathering. The Airport has performed several emergency repairs over the past several years to maintain operational service of this primary runway, but a comprehensive pavement rehabilitation is needed. This project will repair and reconstruct the primary runway, as well as, provide a new widened asphalt shoulder and includes a complete replacement of all in-pavement edge lights.

*The FAA share includes FY2019 PIE entitlements of $4,161,816.00, estimated FY2020 PIE entitlements of $3,482,264.00, and FY2019 discretionary of $11,584,528.00. The FAA grant application is contained in Granicus #19-1094A.
**The Airport Fund’s share includes the local share of FAA grant funded elements ($1,236,512.10) and an FAA unfunded item of Owner’s Contingency of $1.2M.
Project funding is derived by the funding described above, along with a $900,000.00 Florida Department of Transportation Public Transportation Grant Agreement approved by the Board of County Commissioners on November 20, 2018.
