Background Information:

The General Fund provided a transfer of $3,911,750 in 2025 to the Building and Development Review Services Fund for hurricane related expenses. $793,000 was transferred in June 2026 and this $3,118,750 transfer completes the payments back to the General Fund.

The Purchasing Division of the Office of Management & Budget has experienced lower than anticipated vacancy rates negatively impacted the budget; therefore, $15,000 is requested to be realigned from General Fund Reserves for Purchasing

The Risk Management Division of the Office of Management & Budget has experienced additional personnel payouts in FY26 than budgeted; therefore, $67,000 is requested from the Risk Financing Fund reserves.

The SHIP Fund is reimbursing Penny for Pinellas (Capital Projects Fund) for the Indigo Apartments project following approval of 26-1600A on October 13, 2026. On September 5, 2024, the BCC approved $7.0M of Penny IV affordable housing funding for land acquisition and renovation of the property (24-1248A). SHIP has available funds to cover the FY25 land acquisitions cost of $2,559,901.25. The funds will be appropriated to Housing Projects in the Capital Project Fund.

The Airport Fund is realigning reserves to operating expenses to account for funds still tied to purchase orders from previous years.

Utilities has experienced higher than anticipated repair costs for water and sewer lines due to aging infrastructure. Also, Utilities is expecting a higher than anticipated inventory adjustment at year end of nearly $1,000,000. The department has reached budgetary control and cannot pay outstanding invoices.
