Recommended Action

Approval of the grant agreement with Boley Centers, Inc., (Boley) for the Treatment for Individuals Experiencing Homelessness (TIEH) Grant Program funded by the Substance Abuse and Mental Health Services Administration (SAMHSA).

 

                     This agreement allocates TIEH Grant Program funds to Boley to expand service capacity, including case management, peer recovery support, evidence based mental health and substance abuse treatment services, and/or housing navigation to individuals who have, or are currently at risk of experiencing homelessness and have serious mental illness, substance abuse disorder, and/or co-occurring disorder.

                     The County will partner with the Pinellas County Sheriff’s Office - Pinellas Safe Harbor Homeless Shelter, Boley Centers, and Personal Enrichment through Mental Health Services d/b/a Eleos to serve 320 clients over the five-year grant period.

                     This agreement provides Boley an annual allocation of $459,000.00 per year, for up to five years, totaling $2,299,995.00 of SAMHSA grant funds for the period of 9/30/20204 - 9/29/2029.

                     The Board of County Commissioners previously approved a Notice of Award for the SAMHSA TIEH Grant Program on October 15, 2024, item #24-1489A.

                     Funding for this grant was not anticipated in the Fiscal Year 2025 Budget, and a budget amendment will likely be proposed in the future to recognize the unanticipated grant revenue and to appropriate the expenditures for this program. No grant match is required.

Background Information:

The homeless population suffers a variety of ailments and health risks at rates consistently higher, and in some cases dramatically higher, than the housed. The Point in Time study for Pinellas County showed 18.3% of the respondents reported a substance use disorder, and 23.0% reported having a serious mental health issue. Pinellas Safe Harbor serves, on average, 1,385 unique individuals quarterly where 28% self-report having mental illness as a primary need and 14.5% self-report having both alcohol and drug use as a primary need.

 

Fiscal Impact:

Funding in an amount not to exceed $459,000.00 is provided by the TIEH SAMHSA Grant, for up to five years, totaling $2,299,995.00 of SAMHSA Grant funds for the period of 9/30/20204 - 9/29/2029.

 

Funding for this grant was not anticipated in the Fiscal Year 2025 Budget and a budget amendment will likely be proposed in the future to recognize the unanticipated grant revenue and to appropriate the expenditures for this program. No grant match is required. Appropriate termination language is included should this funding become unavailable.
