Approval of the award of bid to Insituform Technologies, LLC for the sanitary sewer interceptor rehabilitation in three locations: Bee Pond Road, Hamlin Boulevard, and 46th Avenue North.

 

                     This project is for sanitary sewer interceptor rehabilitation in three locations: Bee Pond Road, Hamlin Boulevard, and 46th Avenue North.

                     This project will extend the useful life of approximately 7,500 linear feet of sanitary sewer gravity mains and 60 manholes.

                     One responsive submittal was received with award recommendation to Instituform Technologies, LLC as the lowest responsive, responsible bidder in the not to exceed amount of $1,253,773.40.

                     Instituform Technologies, LLC will meet the Small Business Enterprise commitment of 10% for this project.

                     Work will be completed within 365 consecutive calendar days.

                     Funding is derived from the Sewer Renewal and Replacement Fund. Funding amount for this award is consistent with the Fiscal Year 2022 Approved Budget.

 

Contract No. 21-0366-CP(MJ) (PID 002747F&J) in the amount of $1,253,773.40 on the basis of being the lowest responsive, responsible bid received meeting specifications;  Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary:Summary

The purpose of this project is to clean, video inspect, and install Cured-In-Place Pipe (CIPP) lining in existing large diameter (12” - 24”) gravity sewer mains in the areas of Bee Pond Road, Hamlin Boulevard, and 46th Avenue N. In addition, the project will rehabilitate existing manholes within the project areas. The rehabilitation process will include the installation of bypass-pumping systems, cleaning out existing sediment/debris, and the installation of large diameter CIPP liners.

Background Information:

Recent evaluations of the sanitary sewer pipes in the project areas have uncovered identifiable structural defects and infiltration in the existing pipelines including corrosion to sewer manhole covers and interior walls due to age and hydrogen sulfide. Sewer interceptor pipelines collect sewage flow from local collection sewer piping systems and convey the flow to treatment facilities. Interruption of flow to these pipes due to breaks would impact a large number of sanitary sewer customers and cause significant environmental and/or health concerns if sewage is discharged from the piping system. Rehabilitation to the pipe system to address the recent evaluation findings is a fundamental investment in County infrastructure to continue to meet our service needs while maintaining first-class services to our community. As a result of the rehabilitation processes proposed in this project, it is anticipated that at least fifty (50) years of service life will be added to the rehabilitated pipes and manholes.

On December 10, 2021, the Purchasing and Risk Management Division, on behalf of the Utilities Department, released an invitation to bid with the intent to establish a contract for 21-0366-CP (MJ); PID 002747F&J Sewer Interceptor Rehabilitation - Bee Pond Road, Hamlin Boulevard, and 46th Avenue N.  One responsive bid was received with award recommendation to Instituform Technologies, LLC.

 

Fiscal Impact:

Estimated twelve (12) month expenditure not-to-exceed:                                          $1,253,773.40

 

Funding is derived from the Sewer Renewal and Replacement Fund. Funding amount for this award is consistent with the FY22 Approved Budget.

 

As part of the FY23 budget development process, department is requesting budget be aligned to each project based on the award of this contract and to include funding in FY23 based on project scheduling. There is no budget increase requested for the Bee Pond Road (002747F) and the Hamlin Boulevard and 46th Ave (002747J) projects in the current budget development cycle.
