Approval of the Florida Shared-Use Non-Motorized Trail Network Agreement, associated Resolution, and Maintenance Memorandum of Agreement (MMOA) with the Florida Department of Transportation (FDOT) for design activities for the Pinellas Trail Loop Phase 5 along San Martin Boulevard from Macoma Drive to Gandy Boulevard Trail Project.

 

                     FDOT agrees to provide a maximum grant reimbursement amount of $1,000,000.00.

                     FDOT provided a commencement date of November 12, 2024; project design must be completed by June 4, 2027. The agreement term ends December 4, 2027.

                     There is an associated MMOA with this project. FDOT will require Pinellas County to maintain this project. This MMOA is a condition of the Agreement and defines future maintenance responsibilities for the trail once completed.

                     Funding for the Pinellas Trail Loop Phase 5 San Martin Boulevard from Macoma Drive to Gandy Boulevard Project 005752A is budgeted in the Capital Improvement Plan funded by state grant funding.

Summary

The Florida Shared-Use Nonmotorized (SUN) Trail Network Program grant provides the County a maximum reimbursement amount of $1,000,000.00 for design activities on Pinellas Trail Loop Phase 5 along San Martin Boulevard from Macoma Drive to Gandy Boulevard, in the City of St. Petersburg. The Agreement term ends December 4, 2027, with project commencement of November 12, 2024 and design completion of June 4, 2027.  The Agreement requires an associated MMOA (Exhibit G) and adoption of a Resolution (Exhibit E) allowing the County to enter into the SUN Trail Network Program Agreement. The MMOA is a condition of the Agreement and defines future maintenance responsibilities for the trail once completed.

Background Information:

This phase of the Pinellas Trail consists of construction of a 12-foot shared-use path for pedestrians and bicyclists along San Martin Boulevard from Macoma Drive to Gandy Boulevard.  A portion of this trail will be designed and constructed with the San Martin Boulevard Bridge Replacement project, which is currently in the design phase.  This project will connect the North Bay Trail, which currently ends at Macoma Drive, with the Friendship Trail at Gandy Boulevard (US 92), the 3,200-acre Weedon Island State Preserve and the future Duke Energy Trail.

Funding for the Pinellas Trail Loop Phase 5 San Martin Blvd from Macoma Drive to Gandy Boulevard project 005752A is budgeted in the Capital Improvement Plan funded by state grant funding.
