Approve the award of bid for job order contracting (JOC) for wastewater treatment and water plant maintenance, repair, minor construction and underground utilities.
Bid No. 156-0013-CP(DF); in the amount of $5,000,000.00 each for a total of $20,000,000.00 on the basis of being the lowest responsive, responsible bids received meeting specifications; all work is expected to be completed within sixty (60) consecutive calendar months. Chairman to sign and Clerk of the Court to attest.

Summary:
This contract provides, as needed, JOC services for the installation and repair of utility piping systems including industrial mechanical construction and for repair of water and wastewater treatment and pumping facilities under the jurisdiction of the Utilities Department.
Staff has reviewed the bids and recommends award to the vendors listed above in the amount of $20,000,000.00.
Background Information:
Since July 2007, JOC is a construction delivery system that has been utilized by the County for building repair, maintenance and minor construction. This contract will address wastewater treatment plant, water plant, and underground utility repair, maintenance and minor construction needs. JOC provides the County with a construction delivery system utilizing multiple contractors in a structured pricing program for minor construction (small to mid range projects that should not exceed $1,000,000.00), repair and maintenance services.
JOC contractors bid an adjustment factor against a firm fixed price construction catalog, developed specifically for the County by the Gordian Group, the resident JOC consultant. When a project is required, pricing is derived from the construction catalog and is multiplied by the adjustment factor provided by each firm through the bidding process. JOC provides the County an expedited construction delivery method for small to medium projects by reducing construction administration time.
Fiscal Impact:
Total expenditure not to exceed $20,000,000.00 with funding derived from Utilities Department Water, Sewer and Solid Waste Enterprise funds.
