Approval and execution by the County Administrator of a Community Development Block Grant (CDBG) Program Subaward Subrecipient Agreement (CDBG Agreement) and an Emergency Solutions Grant (ESG) Program Subrecipient Agreement (ESG Agreement) with Metropolitan Ministries, Inc. for operating expenses of the Pinellas BrigAIDe Street Outreach Program.

                     The CDBG Agreement provides CDBG funding, not to exceed $26,968.09, for costs associated with providing support services to homeless persons.

                     The ESG Agreement provides ESG funding, not to exceed $16,831.91, for costs associated with providing support services to homeless persons.

                     CDBG and ESG funds will be used for operating expenses including program delivery salaries and fringe benefits, for the Pinellas BrigAIDe Street Outreach Program providing outreach services and immediate support for the benefit of approximately 200 homeless persons.

                     The CDBG Agreement and ESG Agreement are each effective for one-year, from October 1, 2024, to September 30, 2025.

                     The County received $2,338,964.00 in CDBG funds to improve neighborhoods, provide decent housing, and create new economic opportunities, with a special focus on serving low- and moderate-income persons.

                     The County received $217,543.00 in ESG funds to address the needs of homeless people in emergency or transitional shelters and to assist people to quickly regain stability in permanent housing after experiencing a housing crisis and/or homelessness.

                     Funding for this agreement is sufficiently included in the FY25 Operating Budget for HCD in the Community Development Grant Fund. Body

Summary:

At the July 30, 2024, Board of County Commissioners (Board) meeting, the Board approved agenda item #43 (Granicus #24-1067A), Resolution No. 24-46 approving the FY25 Annual Action Plan. Included as an attachment in the approved Action Plan is the FY25 Funding Recommendations table, which identifies each specific project, subrecipient, and funding award amount.

One of the projects to be carried out under the County’s Annual Action Plan for FY25 is funding of Metropolitan Ministries’ Pinellas BrigAIDe Street Outreach Program for operating expenses. In order to stay within CDBG and ESG funding cap limits, it is necessary to provide both CDBG and ESG funding to cover the total requested funding for the Pinellas BrigAIDe Street Outreach Program. The CDBG Agreement and ESG Agreement will provide funding for program delivery salaries and fringe benefits, benefitting approximately 200 homeless persons.

The CDBG Agreement and ESG Agreement are each effective for one (1) year, from October 1, 2024, to September 30, 2025.

 

Background/Explanation:

In accordance with the adopted Consolidated Plan and Annual Action Plan, it is necessary to enter into a Specific Performance and Land Use Restriction Agreement with qualified agencies to allow for certain activities stated in the Annual Action Plan to be contractually delegated and specify the obligation of the agencies receiving funds in meeting Federal, State and County requirements.

The County received $2,338,964.00 in CDBG funding and $217,543.00 in ESG funding for FY25. CDBG funding is to be used to improve neighborhoods, provide decent housing, and create new economic opportunities, with a special focus on serving low- and moderate-income persons. ESG funding is to be used to address the needs of homeless people in emergency or transitional shelters and to assist people to quickly regain stability in permanent housing after experiencing a housing crisis and/or homelessness.

The CDBG and ESG Notice of Funding Availability (NOFA) and application cycle was advertised in the Tampa Bay Times, The Weekly Challenger, La Gaceta and Tre Magazine, posted on the Community Development website, and emailed to nonprofit agencies and local municipalities.

The competitive application process began on January 10, 2024, with applications being due February 16, 2024. Applications were reviewed for funding eligibility and scored by Community Development Division staff. Funding recommendations are based on staff ranking of eligible activities and eligible expenses.

 

Fiscal Impact:

The total amount of funding for this agreement is not to exceed $26,968.09 in CDBG funding and $16,831.91 in ESG funding during the term of the Agreement.

Funding for this agreement is sufficiently included in the FY25 Operating Budget for HCD in the Community Development Grant Fund.

 

Delegated Authority:

Authority for the County Administrator to sign these Agreements is granted under Code Section 2-62 (a) (1) and Resolution No. 24-46.
