Approval and execution by the Public Works Director of the grant application with the United States Environmental Protection Agency (USEPA) for the surveys, studies, research, investigations, demonstrations, and special purpose activities relating to the Clean Air Act; EPA Section 103 Grant, Fine Particulate Matter (PM 2.5) Ambient Monitoring Network.

 

                     Grant application request $94,579.00 in support of the County’s existing Fine Particulate Matter (PM 2.5) Ambient Monitoring Network.

                     EPA agrees to reimburse one hundred percent of approved costs with no County match requirement.

                     Final application due February 9, 2024.

                     Public Works Director to execute the grant application.

Summary:

Grant application requests $94,579.00, for the project period of April 1, 2024, through March 31, 2025, in continued EPA funding for the existing County program to protect air quality. The funding is to be used for surveys, studies, research, investigations, demonstrations, and special purpose activities relating to the Clean Air Act. No County match is required.

 

Background/Explanation:

This Grant program has been ongoing since 1998. The program monitors fine particulate matter air pollution levels in accordance with EPA requirements and standards to demonstrate compliance with National Ambient Air Quality Standards. The County’s air program is recognized by the EPA and the State of Florida Department of Environmental Protection (FDEP) as an approved local air pollution control program eligible to receive federal grant funding. The County has the authority, through prior agreements, to protect air quality through the implementation of federal and state air pollution rules and regulations.

 

Fiscal Impact:

Application Grant request is for $94,579.00. No match is required. The grant is on a reimbursement basis. The source of the estimated total project costs of $94,579.00 is from Public Works’ Environmental Management Division's Air Quality operating budgets for Fiscal Year (FY) 2024 and FY 2025. Grant reimbursement revenues and associated expenditures are included in the FY 2024 Approved Budget and the FY 2025 Proposed Budget. Reimbursement is anticipated in Fiscal Years (FY) 2024 ($30,500.00) and FY 2025 ($64,079.00).

 

Delegated Authority:

Authority for the Public Works Director to approve and execute this grant application is granted under Code Section 2-62(a)(4) and the Memorandum of Delegated Grant Authority dated March 28, 2016.
