Recommended Action

Approval by the County Administrator of the Non-Competing Continuation of the Cooperative Grant Agreement with the United States Department of Homeland Security (DHS) for the BioWatch Program.  

 

                     This action provides an additional $196,521.00 supporting the existing BioWatch program.

                     DHS will reimburse the County 100% of project costs. No County match required.

                     Recipient’s signature is not required on the Agreement.

Summary:

The purpose of this grant agreement is to continue funding the existing BioWatch program. The agreement provides the County of $196,521.00 in support of the existing BioWatch Program. The grant funding is 100% reimbursable. There is no County match required.

 

Background/Explanation:

BioWatch program field operations and sample collection activities are conducted by the County’s Air Quality Section. This project has been ongoing since 2003 and is subject to certain information security restrictions per DHS. All information is considered sensitive, but unclassified for official use only, and is not for public disclosure. Any public records requests made relating to this agreement should be directed to DHS.

 

Fiscal Impact:

This action provides funding of $196,521.00 for the project period May 1, 2022, to April 30, 2023. Total federal funds awarded to date for project period is $2,828,234.00. The grant provides 100% reimbursement of eligible costs. No County match is required. 

 

This contract is consistent with the fiscal year (FY) 2022 Adopted Budget and FY 2023 Proposed Budget Development for the Public Works Department, Environmental Management Division. No amendment will be needed.

 

Delegated Authority:

Authority for the County Administrator to approve this agreement is granted under Code Section 2-62(a)(1).
