Recommended Action

Approval and execution by the County Administrator of a Memorandum of Understanding (MOU) between the Florida Department of Health (Department) and Pinellas County Board of County Commissioners (Grantee).

 

                     Florida Department of Health EMS has changed the EMS Grant procedure and is requiring an MOU.  Grant Funds are divided among Florida’s 67 counties according to the proportion of the combined amount deposited in the trust fund from the county.  These funds may not be used to match grant funds.

                     The Grantee will receive $140,321.03 from General Appropriation 516 of the 2024-25 Appropriations Act Laws of Florida, Grants and Aids, Emergency Medical Services County Grants from the Emergency Medical Services Trust Fund.

                     The term of this Agreement is June 1, 2024, to May 31, 2025, or upon completion of the project, or whichever is sooner. 

                     Pinellas County Board of County Commissioners (BCC) approved the Application and Resolution on January 16, 2024.

                     C2452 - Pinellas County Board of County Commissioners is the updated MOU document being presented for approval/signature and reflects a change to the Indemnification/Sovereign Immunity sections, removal of Contract Summary and DocuSign information, and, on last page under Section V:  Authorization, name changed to Barry A. Burton, County Administrator, from Kathleen Peters, Chairman.

                     DRAFT MOU dated June 27, 2024, is included as attachment to show as the original document only, and no signature is required for this agreement.

                     Funding for this MOU is included in the FY25 Adopted Budget within the EMS Fund.

These Revenues are included in the Emergency Medical Services Special Revenue Fund (1006) FY25 adopted budget.

 

Delegated Authority:

Authority for the County Administrator to sign this Memorandum of Understanding is granted under Pinellas County Code Section 2-62 or other delegated authority.
