Approval and execution by the County Administrator of the Second Amendment with ImageTrend, Inc. for Safety and Emergency Services Fire/Emergency Medical Services (EMS) Records Management System (RMS).

 

                     This Agreement provides for the implementation of Fire/EMS records management software to enhance safety and emergency services throughout the county.

                     The County, Sheriff and Cities entered into an interlocal agreement to establish the Pinellas Regional Information Management Enterprise (PRIME). The overall goal is to consolidate all computer aided dispatch (CAD) and records management systems (RMS) for all public safety agencies countywide. This includes Regional 9-1-1, the Sheriff’s Office, all Police Departments, all Fire Rescue Departments, and Emergency Medical Services.

                     This Second Amendment is for an increase of $41,000.00 to the agreement providing for a change from Zoll Data Systems “RescueNet” to ImageTrend’s FirstWatch First Pass. Due to the change in data systems, Firstwatch First Pass will be reconfigured to pull information from ImageTrend.

                     Increase of $41,000.00 for a total, not-to-exceed expenditure of $3,177,952.56 through November 14, 2025.

                     This contract was originally awarded by Board of County Commissioners on November 15, 2022, in the amount of $3,136,952.56 for a three year term. On March 30, 2023, the First Amendment was approved by the Director of Purchasing for corrective purposes only; no change to agreement amount or terms.

                     Funding is derived from 911 General Funds and EMS  for FY23 first-year costs in the amount of $1,136,884.00. The second and third-year costs will come from FY24 and FY25: EMS Fund, General Fund-Fire Regional Services and PRIME Funding is included in the associated FY24 adopted budgets.

 

Contract Number 22-0748-N; increase in the amount of $41,000.00 for a revised total contract amount of $3,177,952.56 through November 14, 2025.

Summary:

The Second Amendment is for an increase of $41,000.00 to the agreement providing for a change from Zoll Data Systems “RescueNet” to ImageTrend’s FirstWatch First Pass. Due to the change in data systems, Firstwatch First Pass will be reconfigured to pull information from ImageTrend.

This Agreement provides for software licensing, implementation, maintenance, training, and customer support to provide the County with 99.5% availability for Image Trend network services for the implementation of Fire/EMS records management software which enhances safety and emergency services throughout the county.

 

Background/Explanation:

The Board of County Commissioners (Board) approved this Agreement on November 15, 2022, in the amount of $2,995,252.00. On March 30, 2023, the First Amendment was approved by the Director of Purchasing for corrective purposes (scrivener’s error) only.
