Approval of the Fourth Amendment with Jacobs Engineering Group, Inc. for professional engineering design services for Joe’s Creek Restoration and Greenway Trail project

 

                     The contract was awarded for Phase I - Preliminary Engineering Report of stormwater improvements and a greenway trail along Joe’s Creek from 37th Street North to 66th Street North.

                     This fourth amendment provides for Phase II final design and permitting as outlined in the original agreement for an increase of $7,073,919.00 and extends the contract an additional 1,092 consecutive calendar through construction completion to October 2, 2029.

                     The contract was awarded by the Board of County Commissioners on September 22, 2022, in the amount of $967,318.86 for Phase I only. The First, Second and Third Amendments were approved for time only extensions collectively adding 1,030 consecutive calendar days to the contract duration.

                     There is sufficient funding for this work included within the Capital Improvement Program, PID No. 004116A, Joe’s Creek and Greenway Trail. This amendment will shift currently budgeted and available funds from construction to design services which will result in less available funding for construction. Additional funding for construction will be requested in a future budget.

Summary

The overall objectives of the engineering agreement are to develop plans and specifications and provide all other professional engineering services as may be required to perform full and final design work for design of stormwater improvements and a greenway trail along Joe’s Creek from 37th Street North to 66th Street North. Such design work shall include development of 60%, 90% and 100% design plans, specifications, permitting and post design services.

Background Information:

Jacobs Engineering Group, Inc., completed Joe’s Creek Model Update, Feasibility Study and Alternatives Analysis as part of the Phase I award. Design for this project is to start in FY26 and end in FY27. Construction is expected to start FY28.

The Joe’s Creek watershed is a 9,256-acre drainage basin located in the south-central portion of Pinellas County. The watershed receives large amounts of untreated stormwater runoff that has caused the creek to be impaired for nutrients, biologic indicators, and fecal coliform. The project area consists of commercial, industrial and underserved residential areas that experience localized flooding, including the Lealman CRA. The project will provide analysis, evaluation and recommendations for green and grey infrastructure improvements that will mitigate flooding and improve water quality. Preliminary design and construction considerations for the Joe’s Creek Greenway Trail, a multi-modal transportation corridor, will also be provided. The trail will improve transportation connectivity as well as offer recreational and aesthetic amenities to the community.

The FY26-FY31 Capital Improvement Plan includes $14,541,000.00 in Penny for Pinellas funding that can fund the agreement increase. This amendment will shift available funds from construction to design services which will result in less available funding for construction. Additional funding for construction will be requested in a future budget.
