Approval of Change Order No. 2 to the agreement with Cathcart Construction Company Florida, LLC for the Manufactured Home Communities’ Wastewater Collection Systems Improvements Project American Rescue Plan Act - Package 3.
• The original award was approved by the Board of County Commissioners on September 5, 2024.
• Change Order No. 2 increases the agreement by $475,581.2, for unforeseen additional work caused by field conflicts between sewer and stormwater lines.
• This change order is necessary to make payment from the remaining ARPA funds allocated to this project.
• Change Order No. 1 for reallocation of $1,500,000.00 (reduction of one contract and increase to another by same amount) was approved by the County Administrator on October 28, 2025, to add capacity to this contract for the construction of Flowerwood Club Park Association, Inc.
• Funding for this change order is available under Manufactured Home Communities Wastewater Collection System Improvements project 005015A, included in the Fiscal Year (FY) 2027-FY32 Capital Improvement Plan, funded by Resilient Florida grant funds, and the American Rescue Plan Act Fund.
Bid No. 24-0421-ITB-C, increase the agreement by $475,581.27 for a revised agreement amount of $13,196,769.92; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary
The additional work resulted directly from an unforeseen field condition between a proposed gravity sewer and an existing stormwater pipe. The field condition was not identified in the advertised contract documents and prevented installation of the sewer as originally designed. Resolving the conflict was necessary to maintain project progress and implement the approved redesign. The requested change order compensates the Contractor for all labor, materials, equipment, and construction activities required to complete the revised scope.

Background Information:
Various MHC’s wastewater systems are outdated and problematic. Many assets within these systems fail and pose costly risks to the residents and adverse effects to the environment. Improvements made to the wastewater systems of these flood-prone communities will increase the reliability of service during typical conditions and increase resilience during wet weather events.
Fiscal Impact:
Original Agreement Amount: $11,221,188.65
Change Order No. 1 increase: $ 1,500,000.00
Change Order No. 2 increase: $ 475,581.27
Revised Agreement Amount: $13,196,769.92
Funding for this change order is available under Manufactured Home Communities Wastewater Collection System Improvements project 005015A, included in the FY27-FY32 Capital Improvement Plan, funded by Resilient Florida grant funds, and the American Rescue Plan Act Fund.
The total project cost for these first eight communities is not increasing. Package 1 completed with $1,289,802.65 remaining on the contract and package 2 completed with $206,485.17 remaining on the contract, for a net decrease of $1,020,706.55.
