Recommended Action
Approval to receive the U.S. Environmental Protection Agency (EPA) funding for the Lealman Community Redevelopment Area (CRA) and abide by the current EPA general terms and conditions.
• EPA provides grant funding for Environmental Site Assessments (ESAs) in the Lealman CRA to promote redevelopment activities.
• Funding from this grant is reimbursable to the County when ESAs and supporting activities are completed.
• Private developers and the County may utilize this funding.
• A Brownfield Advisory Committee will be established to screen sites for funding.
• The County will expend the funds over a three year grant period.
• The grant award is for $300,000.00.

Summary:
Utilization of these funds will promote redevelopment in the Lealman CRA by offsetting the cost of environmental due diligence for private developers. In addition, the County may take advantage of this funding by screening properties that will be purchased to improve infrastructure or build affordable housing in the Lealman CRA.
Background Information:
On September 20, 2005 the Board of County Commissioners approved Resolution 05-199 establishing the Lealman Brownfield Area. On July 21, 2015 the Board of County Commissioners approved Resolution 15-62 to establish the Lealman CRA. The County applied for this competitive grant funding on January 16, 2019. The County received notice of award on August 20, 2019.
Fiscal Impact:
This U.S. EPA Brownfield grant is in the amount of $300,000.00 and was not budgeted in the FY20 Adopted Budget. The County is not required to provide a match for these funds. The grant is for three years and could potentially span over all three years for budgetary purposes.
