Summary:

This amendment realigns General Fund appropriation of $216,800.00 from the Human Services: Healthcare Service-GF cost center to the State Mandate -Burial, State Mandate - Health Care Responsibility Act (HCRA) and Matching and Pass-Through and Other Agencies Funded cost centers within the General Fund.  This amendment is needed to support unanticipated increases in expense related to; indigent and unclaimed person cremation costs, indigent patient hospital services, and literary services.

 

Background/Explanation:

Each year, the Human Services Department budgets for services based upon previous experience and shifts funds as needed based on the areas of actual use.  This can fluctuate, thus requiring movement of funds within the department’s total appropriation.  Administrative Budget Amendments reallocate previously budgeted funds and do not change the total appropriation amount for a department’s operating funds.   

The State Mandate -Burial cost center supports cremation costs resulting from an increase in services provided through the Burial Program for Indigent and Unclaimed Persons.

The State Mandate - Health Care Responsibility Act (HCRA) cost center supports hospital services resulting from an increase in the volume and costs of indigent patients being served for emergencies by out-of-county hospitals.

The Matching and Pass-Through and Other Agencies Funded cost center supports literary services provided through the Pinellas County Literacy Ecosystem Initiative.

 

Fiscal Impact:

This amendment is consistent with the Human Services Department’s total FY18 expense estimate submitted for Fiscal Year 2019 (FY19) budget development for the State Mandate -Burial, Matching and Pass-Through and Other Agencies Funded cost centers.

 

This amendment is not consistent with the Human Services Department’s FY18 expense estimate submitted for FY19 budget development for State Mandate - Health Care Responsibility Act (HCRA) cost centers.  The unforeseen increase in expense related to hospital services was not validated until the end of the FY19 budget development process and therefore was not included in the FY18 expense estimate.

 

Appropriation to support this amendment is available within the Healthcare Service-GF cost center as a result of adjustments to the drug formulary and prescription dispensing processes which have resulted in significant cost savings to the program in FY18.

 

Delegated Authority:

Authority for the County Administrator to authorize this Administrative Amendment is granted under Florida Statutes. In accordance with Section 129.06, F.S., the Board of County Commissioners (Board) may establish procedures by which the designated Budget Officer may authorize certain budget amendments. The Board approved delegation of this authority to the County Administrator with Resolution No. 04-62 on April 13, 2004.
