Recommended Action

Approval and execution by the County Administrator of two renewals with Operation PAR, Inc. (Operation PAR) to provide integrated substance use services to Pinellas County Health Program clients.

 

                     These two renewals with Operation PAR will continue to provide substance use intervention and treatment services to Pinellas County Health Program clients including case management, counseling, and medication assisted treatment.

                     This action renews braided program funding in an amount not to exceed $1,021,750.00 comprised of a recurring Health Resources and Services Administration (HRSA) Grant Award ($547,750.00), Low Income Pool Program ($270,000.00) and General Fund dollars ($204,000.00), through September 30, 2024.

                     In the 2022 calendar year (January - December), Operation Par provided 140 unduplicated clients substance use services including medicated assisted treatment to 86 individuals.

                     Authority for the County Administrator to sign these renewals was granted under item 22-0086A approved by the Board on April 26, 2022.

Summary:

These two (2) Renewals continue funding for substance use treatment services for the Pinellas County Health Program. Substance use services provided by Operation PAR include individualized treatment plans, case management, counseling, and medication assisted treatment as appropriate for each client. In 2022, Operation PAR provided 140 unduplicated health program clients substance use treatment including medicated assisted treatment to 86 individuals.

 

Background/Explanation:

The Pinellas County Health Program provides integrated primary and behavioral health care through on-site screening, assessment, and referral to behavioral health services. The program is funded with a combination of a recurring grant award from the HRSA and General Fund dollars to serve individuals experiencing homelessness. HRSA and LIP funding is allocated exclusively for clients experiencing homelessness.

 

Fiscal Impact:

Appropriation to support the related activities is consistent with the Fiscal Year 2023 (FY23) Human Services Budget and FY24 anticipated Budget. Total not to exceed amount from three (3) funding streams is as follows:

 

$547,750.00 - HRSA (March 1, 2023 - February 28, 2024)

$270,000.00 - Low Income Pool (October 1, 2023 - September 30, 2024)

$204,000.00 - Human Services General Fund (October 1, 2023 - September 30, 2024)

$1,021,750.00 - Total Funding allocation under this action.
