Approval and execution by the County Administrator of the Third Amendment to the purchase authorization/agreement with CBRE, Inc. for Development Advisory Services - downtown Clearwater and new headquarters facility.
• This purchase authorization provides real estate advisory services in support of the disposition and redevelopment of County parcels in downtown Clearwater, and the development of a new headquarters campus.
• This amendment increases the current agreement amount of $2,666,000.00 by $1,831,371.40 for a revised total not-to-exceed expenditure of $4,497,371.40 through February 4, 2029.
• The County’s agreement piggybacks State of Florida, Department of Management Services, Tenant Broker & Real Estate Consulting Services Contract No. 12/13-007A. The County Administrator has authority to approve contracts in amount utilizing State of Florida bid or negotiated contracts, per Code Section 2-164(2)(a).
• The original purchase authorization was approved by the County Administrator on February 5, 2024, in the amount of $1,569,000.00, effective for five-years, approved the first amendment on April 15, 2024, for an increase of $997,000.00, and approved the second amendment on May 31, 2024, for an increase of $100,000.00.
• Funding is budgeted under the Pinellas County Centralized Campus Project 004176A included in the Capital Improvement Plan, funded by the General Fund at $29,195,710.00.
Contract No. 24-00026-PB increase in the amount of $1,831,371.40 for a revised not to exceed amount of $4,497,371.40.

This third amendment increases the agreement amount of $2,666,000.00 by $1,831,371.40 for a revised total not-to-exceed expenditure of $4,497,371.40 through February 4, 2029.
Background/Explanation:
The original purchase authorization was approved by the County Administrator on February 5, 2024, in the amount of $1,569,000.00, effective for a five-year term. The County Administrator approved the first amendment on April 15, 2024, increasing the contract $997,000.00 providing for an organizational, business process, technology, and benchmark comparison of all departments. The second amendment was approved by the County Administrator on May 31, 2024, increased the contract by $100,000.00 for as-needed contingency funding.
This Agreement is based off the competitively procured Contract No. DMS-12/13-007A by the State of Florida, Department of Management Services for Tenant Broker & Real Estate Consulting Services.
Fiscal Impact:
Funding is budgeted under the Pinellas County Centralized Campus Project 004176A included in the Capital Improvement Plan, funded by the General Fund at $29,195,710.00. Available funding in excess of the recommended not-to-exceed amount is available for other project costs. In the event that future fiscal year funding is not available for this project, the County maintains the authority to terminate this agreement.
