Recommended Action:

Recommended Action

Approval and execution by the County Administrator of the “Option of Renewal,” allowing the Interlocal Agreement (ILA) between Pinellas County and the Pinellas County School Board (School Board) to continue another thirty-six (36) months.

Renew existing agreement for use of radio systems for additional 3 years.

Body

Strategic Plan:

Deliver First Class Services to the Public and Our Customers
5.1 Maximize partner relationships and public outreach
5.2 Be responsible stewards of the public’s resources
5.3 Ensure effective and efficient delivery of county services and support

Summary:

The original ILA with Pinellas County School Board- Transportation Division dated February 6, 2015 provides for a multi-year extension. This action extends that ILA pursuant to Section 10 of the Agreement. The proposed renewal term is from October 1, 2018 through September 30, 2021

Background/Explanation:

Pinellas County manages a single shared radio system with multiple user groups including the Pinellas County School Board. The shared system provides both economies of scale and meets the regional goal of interoperability and interagency communications

Fiscal Impact:

The School Board’s portion of annual maintenance is estimated to be $81,100.00 based on their portion of airtime. This results in sharing a percentage of the cost for the radio system infrastructure maintenance. Cost recovery to the County will be allocated between the General Fund, Moving Violation Surcharge Fund (law enforcement), and Emergency Medical Services Fund. This renewal is consistent with the FY19 Adopted Budget.

Delegated Authority:

Authority for the County Administrator to sign this Optional for Renewal is granted under Code Section 2-62 (a)(1).
