Contract no. 167-0054-A (RG); in the amount of $1,346,040.00 for twenty-four (24) months.

Summary:

Business Technology Services (BTS) is requesting professional services for support of further enhancements to the Justice Consolidated Case Management System (CCMS) approved by the Justice Policy Board including the Clerk Jury Replacement Project, and the Justice and Consumer Services Application.  Included in the decision package for funding is a Business Intelligence solution for justice system data analysis, reporting and decision-making.  Support includes consulting and implementation services. 

Staff negotiated professional services fees through the end of year 2016, which will be based on a time and materials basis, inclusive of any travel. All-inclusive rates are as follows:

•  Project Management - $185 per hour
•  Development - $165 per hour
•  Data Conversion - $165 per hour
•  Configuration and Consulting - $165 per hour

Thereafter, rates shall be subject to a not-to-exceed annual increase of three (3) % through 2019.

 

Background Information:

On December 14, 2010, the Board of County Commissioners (BCC) approved the implementation of the CCMS project.  As part of the Master Services Agreement for the implementation, there were two (2) other components-a Maintenance Services Agreement and a Software License and Professional Services Agreement. Two (2) years after the implementation warranty period of November 2014, the software license and professional services agreement has provisions for additional related services to be performed on a time and materials basis, at Tyler’s current hourly rate.

The requested funds include all services known at this time. As part of the BTS FY17 Decision Package there were eight (8) enhancements requested. An estimated eighteen (18) enhancements will be requested during the FY18 budget process.

All terms and conditions remain the same as negotiated under the BCC-approved project implementation agreement, which allowed for additional services under Section 2.8 of the Software License and Professional Services Agreement.

 

Fiscal Impact:

Estimated 24-month expenditure not to exceed $1,346,040.00

Funding is derived from the BTS Justice CCMS budget.
