• Pinellas County is replacing the Ridgemoor Boulevard Bridge over Brooker Creek, which serves the Ridgemoor and Tarpon Woods Boulevard communities in East Lake. The new 135-foot-long bridge will be constructed in the same general footprint as the existing bridge and includes two 12-foot travel lanes with 8-foot shoulders.
• Four bids were received with an award recommendation to the lowest responsive and responsible bidder, Cone & Graham, Inc. for $7,627,247.26 which was 8.16% under the Engineer’s Estimate.
• All work is to be completed within 720 consecutive calendar days from the issuance of the notice to proceed.
• Funding for this project is budgeted under the Ridgemoor Blvd Bridge over Brooker Creek Replacement Project 005749A, included in the Capital Improvement Plan, funded by the Penny for Pinellas and an FDOT grant.
Contract No. 26-0506-ITB-C, for $7,627,247.26, with all work to be completed in 720 consecutive calendar days; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Pinellas County is replacing the Ridgemoor Boulevard Bridge over Brooker Creek, which serves the Ridgemoor and Tarpon Woods Boulevard communities in East Lake. The new 135-foot-long bridge will be constructed in the same general footprint as the existing bridge and includes two 12-foot travel lanes with 8-foot shoulders. The proposed pedestrian facilities include a barrier-separated 5-foot-wide sidewalk on the north side of the bridge that will connect to the existing 5-foot-wide sidewalk.

Background Information:
The Purchasing Division, on behalf of the Public Works Department, advertised an Invitation to Bid on June 24, 2026, with a bid opening on August 4, 2026. Four bids were received, with an award recommendation to Cone & Graham, Inc., as the lowest responsive and responsible bid. Recommendation for Award was received on September 10, 2026.
A bridge inspection report from July 2021 determined the existing bridge, constructed in 1985, should be replaced. The study examined the condition of the bridge superstructure and substructure along with scour evaluations. The study found the substructure to be in good condition; however, the deck and superstructure were rated as poor and the bridge was determined to be scour critical and structurally deficient.
The design of the replacement bridge was managed by the Florida Department of Transportation (FDOT) and the construction is being managed by Pinellas County.

Funding for this project is budgeted under the Ridgemoor Blvd Bridge over Brooker Creek Replacement Project 005749A, included in the Capital Improvement Plan, funded by the Penny for Pinellas and an FDOT grant.
Total available funding is the amount of the project allocation as represented in the FY27-FY32 Capital Improvements Program. Available funding in excess of the recommended not-to-exceed amount is available for other project costs. In the event that future fiscal year funding is not available for this project, the County maintains the authority to terminate this agreement.
