Approval of the award of bid to Preferred Materials, Inc. for Fiscal Year (FY) 2026 Pavement Preservation - Package 1.
• The proposed FY26 Pavement Preservation Package 1 contract consists of milling and resurfacing, pavement marking, detector loops, and traffic control required to complete the following five projects:
o Project A-PID 006576A- Keene Road Resurfacing from East Bay to Belleair Road. (Clearwater)
o Project B-PID 006240A-Local Group 55 (Lealman)
o Project C-PID 006300A-Local Group 101 (Largo)
o Project D-PID 006310A-Local Group 135 (Bardmoor)
o Project E-PID 006231A-Local Group 142 (Seminole)
• Four bids were received with an award recommendation to the lowest responsive and responsible bidder, Preferred Materials, Inc. for $4,542,974.00, who was 18.97% under the engineer’s estimate of $5,606,585.30.
• The Small Business Enterprise commitment is 7% for this contract.
• All work will be completed within 210 consecutive calendar days.
• Funding for this agreement is included in the FY26 budget request under the Road Resurfacing & Rehabilitation PIV project 004192A, funded by the Penny for Pinellas, and the Transportation Millage Capital Resurfacing Program project 005700A, funded by the Transportation Millage. The contract includes a fiscal non-funding clause should any portion of the budget not be approved.
Contract No. 25-0070-ITB-C, for $4,542,974.00, with all work to be completed within 210 consecutive calendar days; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Background Information:
On April 18,2025, the Purchasing Division advertised an invitation to bid. Four (4) bids were received, with award recommendation to Preferred Materials in the amount of 4,542,974.00 as the lowest responsive and responsible bidder.
As part of our Annual Pavement Preservation Program multi-year work order contracts have regularly been used to complete the large amount of milling and resurfacing projects required to ensure an acceptable level of service for the residents of Pinellas County. However, this contract is a design-bid-build contract for specific projects with a much shorter duration to help ensure the five included projects will be completed in a timely fashion as part of the FY 2026 paving program. These projects were identified primarily by their low Pavement Condition Index (PCI) numbers which is the most definitive metric used to determine the annual pavement preservation program. Successful completion of these projects will help increase the average countywide PCI
number and improve pavement quality and rideability within these communities.
Fiscal Impact:
Funding for subprojects, Keene Rd Resurfacing project 006576A, Local Group 55 Resurfacing project 006240A, Local Group 101 Resurfacing project 006300A, Local Group 135 Resurfacing project 006310A, and Local Group 142 Resurfacing project 006231A, is reflected in the Amended FY25 Capital Budget, budgeted under the Road Resurfacing & Rehabilitation PIV project 004192A, funded by the Penny for Pinellas, and the Transportation Millage Capital Resurfacing Program project 005700A, funded by the Transportation Millage.
Available funding in excess of the recommended not-to-exceed amount is available for other project costs. In the event that future fiscal year funding is not available for this project, the County maintains the authority to terminate this agreement.
