Approval and execution by the County Administrator of the First Amendment to the Agreement with H. W. Lochner, Inc. (Lochner) for the Project Development and Environmental (PD&E) Study pertaining to the 126th Avenue North between U.S. Highway 19 (US 19) North and 34th Street North Improvements project.

 

                     The purpose of this contract is to provide a PD&E Study to evaluate corridor improvements for 126th Avenue North between US 19 North and 34th Street North.

                     The First Amendment is for a 547-day extension through August 6, 2021 due to delays from COVID-19 and state in-person public hearing requirements.

                     Proposed public hearings scheduled for summer 2020 could not be held.

                     This extension has no fiscal impact

                     The Board of County Commissioners (Board) awarded this contract on August 7, 2018 in the amount of $919,917.66

 

Contract No. 167-0404-NC (SS); PID No. 002925A; in the amount of $919,917.66.  This Amendment has no fiscal impact.

Summary:

This First Amendment extends the current Agreement by 547 days through August 5 2021 to finalize the PD&E Study.  Lochner is actively working on the alternative analysis in preparation of a public meeting.  An alternative public workshop was held on October 3, 2019.  Although work on the project is continuing, proposed public hearing planned for summer 2020 could not be scheduled due to the COVID-19 pandemic and social distancing requirements.

 

Background/Explanation:

This contract was originally approved by the Board on August 7, 2018.  Services included engineering to complete a PD&E Study to evaluate corridor improvements for 126th Avenue North between US 19 North and 34th Street North, including a vehicular bridge over Cross Bayou Canal and the continuation of the Pinellas Trail from the Duke Energy corridor to 34th Street North.

 

Fiscal Impact:

There is no change to the contract value.

 

Original estimated expenditure not to exceed:  $919,917.66

 

Funding for this project is derived from the Capital Improvement Program: Transportation and Traffic Flow, Local Streets/Collector Projects program allocation from the Local Infrastructure Sales Tax (Penny for Pinellas).

 

Delegated Authority:

Authority for the County Administrator to execute this Amendment is granted under Code Section 2-62 (a)(2).
